Maness, City Controller $[&': Appropriation Ordinances: t21 - GeneraL Fund, #22 - Motor Vehicle Highway Fund, *23 - off -Street Parking Fund and #24 - Park Fund CQY M: These four appropriation ordinances represent appropriations from the fund balance of these funds to the line it -am electricity. The 1984 budgets of these funds contained.sufficient monies to cover 13 xnontns of RP&L bills for the months November 1.9B3 to and including November of 1964. Due to an oversight in the ciffice of City Controller., the November 1984 electric bill was not processed until January 4,.1985. Each of these funds had unused line items which defaulted to the fund balance of'the respective funds at the end of the year. The.1985 budgets for each of these funds were.based on a tmrelve month utility cost and are not sufficient to cover. thirteen months of costs. Each of these funds has a fund balance resulting from the failure to use all of the 1984 line items: We need tc appropriate, from the fund balance sufficient monies to add to line items in the 1985 budget so that thirteen months (November 1984 to and including No- vember 19B5) of utility costs can be paid in 1985. We will be current with RP&L through the month of November 1985. Councilperson Wllliauns f presided with the following members present: Councilpersons Elstro , Srookbank Parker Sodiker , Ls-noine , Morris , Absent: EaWinson , Whitesell ,_ The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication. of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana on the date of March 22, 1985 Said notice stated that a public hearing would be held on the 1st d;y of April , 1985 by the Common Council to consider additional appropriations as provided for in Ordinance No. 21-1985 , within the City of Richmond, Indiana. The proof of publication was examined and found to he in order. Councilperson Morris moved the proof of publication be received anf filed, seconded by Councilperson Brookbank and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 21-1985 President Williams announced Ordinance No. 21-1985 was on public hearing.
