AN ORDINANCE TO APPROPRIATE WITHIN THE FEDERAL REVENUE
SHARING FUND
W HEREAS, The State and Local Fiscal Assistance Act of 1972, Title i of Public
Law 95-512 was approved October 20, 1972.
WEEREAS, Section 51.04 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of
the Code of Federal regulations provides as follows:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable to
the expenditure of its own revenues.
W HE RE AS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF RICHMOND, WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain
ordinary and/or necessary maintenance and operating and certain
ordinary and/or necessary capital expenditures, said sum being subject
to all laws governing the same.

SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the Laws
of the State of Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Muncipal Building of said City on 14ay 20, 1985
at the hour of 7.30 P.Ni.

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newsp�ap5er of general circulation in the City of Richmond,

hearing would be held on the day of 1Y _ , 105 , by the
Common Coguncil to consider additional appropriations as provided for —in Ordinance No.
37-I985 within the Cityo€ Richmond Indiana. The proof of publication was
examined and found to be in order. Councilperson -Morris moved the
proof of publication be received anf filed, seconded by Councilperson Biker
and on unanimous voice vote the motion was carried.

President Williams announced the Revenue Sharing Budget was open for Public Hearing.

At the January 21, 1985 Council Meeting, Councilpersans Morris
and Whitesell were appointed to the Revenue Sharing and CLum u-
lative Capital Study Committee. Other nxmbers of the committee
besides myself are the City Controller and the Director of
Purchasing. The comzittee has met three times, evaluated the
requests .from the department Beads and recommend the following
allocations:

Total Revmle R=iag available for 1985 is $718,200 and
Total Cu=lative Capital Development available is $90,000,
The committee elected to hold the Cmu lative capital Develop-
ment Funds tit 1986 in anticipation of the loss of r2 ve=
Sharing Funds.
Total reromrcnded allocations at this time amoemt to $608,000.
The renA ning $110,000 of Revenue sharing Funds will be allo-
cated later in the year after the study committee has an oppor-
tuai.ty to study, in greater detail, the Park Department's
request and requests for all other vehicles.
It is the intent of the conmittee to purchase as few vehicles
as possible, instead focusing an recycling Police vehicles to
various other departucnts to replace worn out vehicles now
in use.

5C North 5th Street, Richmond, Indiana, for the purpose of discussion of the
proposed budget. The proposed budget may be examined weekdays in the Offica
of the City Controller between 8:30 A.M. and 1:30 P. I., Monday throu0i Friday.
All interested citizens will have the opportunity to give written and oral cerement.
