AN ORDINANCE TO APPROPRIATE WITHIN THE FEDERAL REVENUE
SHARING FUND
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title 1 of Puhlic
'Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.04 of Part 51, Chapter 1, Subtitle B, Title B, Title 31 of
the Code of Federal regulations provides as follows:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable to
the expenditure of its own revenues.
W HEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF RICHMOND, WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain
ordinary and/or necessary maintenance and operating and certain
ordinary and/or necessary capital expenditures, said sum being subject
to all laws governing the sa me.

A budget hearing will be held on June 3, 1985 at 7:30 P.M. for all interested
citizens of the City of Ric%nond, Mayne County, Indiana.. The following Revenue
Sharing budget is proposed for fiscal year 1985.

This meeting will be held in the Council Chambers in the Municipal Building,
40 North 5th Street, Rictmond, Indiana, for the purpose of discussion of the
proposed budget. The proposed budget may be examined weekdays in the Office of
the City Controller betmeen 8:30 A.M. and 4:30 P.M., Monday through Friday. All
interested citizens will have the opportunity to give written and oral comment.
Senior citizens are encouraged to attend and cc=ent. Handicapped persons needing
assistance or aids should contact the City of Richmond Clerk's Office before the
meeting by calling 966-3561, ext. 213.

The additional appropriations as finally made will be rc!ferred to the State

or at such other place as may be designated. AL riuch hearing Laxpayers
objecting to any of such additional appropriation, may be heard. Interested
taxpayers may inqu}re of the County Auditor when and where such hearing
will be held.

The Revenue Sharing Study Ccffmi.ttee met on Tuesday, May 14, 1985 to evaluate
the request sulsnitted by Nancy MacCartney, Park Superintendent, and to re -review
all prior requests. At this time, we would like to reco mend the following
allocations:

As stated in my memo of April 22, 1985, relative to tbh first Revenue Sharing
Appropriation, Ordinance 37-1985, there was 110,000.00 remaining of Revenue
Sharing funds to be allocated. We are still holding 1,000.00 waiting on further
study of one department request.
The c:cir�i.ttee elected to allocate the remaining funds to the tennis courts
to provide a little cushion for unforeseen repair problems.
Since the intent of the committee was to purchase as few vehicles as possible
the line patrol cars from the Police Department will be transferred to the Fare
Department to replace worn out vehicles now in use in that Department.
The committee is still choosing to hold the Cumulative Capital development
Fund of 90,000.00 until 1986.
