AN ORDINANCE REPEALING SECTIONS OF THE RICHMOND CITY CODE, CONCERNING THE
LICENSING OF DANCE HALLS, DRY CLEANING ESTABLISHMENTS, AND COAL DEALERS
WHEREAS, Chapters 112, 113, and Section 111.10 et seq.of the present Richmond
City Code require the licensing of dry cleaning establishments, dance
halls,and coal dealers; and
WHEREAS, Federal, State, and other local laws and regulations, including
applicable fire, building, safety, and zoning laws adequately protect
the City's interest in the location and safe operating manner of these
businesses; and
WHEREAS, Coal dealers are subject to regulation pursuant to Indiana Code, I.C.
Title 22 and applicable regulations; dry cleaners are subject to
regulation pursuant to Indiana Code, I.C. 22-11-8-1 et seq. and
applicable regulations; and dance halls are subject to regulation
pursuant to Indiana Code, I.C. 22-11-10-1 et seq, I.C. 22-11-11-1 et
seq., and applicable regulations; and
WHEREAS, the operating history of these businesses have demonstrated that such
licensing is no longer required;
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Wayne County, Indiana, that:
I. Sections 111.11, 111.12, 111.16, 111.18, 112.02, 112.03, 112.04, 112.05,
and 113.01 of the present Richmond City Code (1984 edition), as pertaining
to City -issued licenses, are hereby repealed.
2. The passage of this ordinance shall not affect the regulation of dry
cleaning establishments, dry cleaners, and coal dealers by any other laws,
rules, and regulations, including, but not limited to building, safety,
and fire codes, and the Richmond zoning ordinance. Any other licensing,
permit requirements,or registration will not be affected by this ordinance.
3. This ordinance shall become effective upon passage by the Common Council
and the signature of the Mayor.
