The Common Council of the City of Richmond, Indiana met in regular session Monday, July 2, 2007, in
the Council Chambers in said City. President Pappin presided and the following business was conducted:

Councilors present were Howard "Jack" Elstro, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al
Glover, Gil Klose and Diana Pappin. Absent was Etta Lundy.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting of June 18, 2007, with a second by
Councilor Welch. Upon a vote viva voce, the motion passed.

RESOLUTION NO. 7 -2007 - A RESOLUTION ALLOWING A LATE FILED STATEMENT OF BENEFITS
FORM FOR A TAX ABATEMENT FOR SUNCALL AMERICA INCORPORATED - ADI
The Clerk read Resolution No. 7 -2007 by title only.
This Resolution would allow Suncall America Incorporated — ADI to file a late Statement of Benefits form
and Council to consider Ordinance No. 41 -2007 which is a request for a ten -year tax abatement for
equipment valued at $1,697,600.
Resolution No. 7 -2007 was referred to the Tax Abatement Committee for due diligence.
RESOLUTION NO. 8 -2007 - A RESOLUTION ALLOWING A LATE FILED STATEMENT OF BENEFITS
FORM FOR A TAX ABATEMENT FOR SUNCALL AMERICA INCORPORATED
This Resolution would allow Suncall America Incorporated to file a late Statement of Benefits form and
Council to consider Ordinance No. 42 -2007 which is a request for a ten -year tax abatement for real estate
valued at $1,482,000.
Resolution No. 8 -2007 was referred to the Tax Abatement Committee for due diligence.
COMMUNICATION FROM THE MAYOR
• The Street Department has completed cleaning the exterior of the City Building.
• The Fireworks will take place at sundown on July 3. This is the 61St year American Legion Post
65 has hosted this show.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the June 14 & 21, 2007 meetings were accepted as presented.

MISCELLANEOUS BUSINESS — City Attorney, Walt Chidester, reported that the Indiana General
Assembly passed legislation which allows "home" fireworks from June 29 thru July 9, 5:00 PM until two
hours after Sunset; except July 4. The hours that date are 10:00 AM until Midnight. "Home" fireworks are
also allowed on December 31, 10:00 AM until January 1, 1:00 AM. All "home" fireworks are to be set off
on private property, not in City streets or other City owned property.

Councilor Elstro moved to suspend the rules and read Ordinance Nos. 41, 42& 43 -2007 on first reading
by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed.

This Ordinance is a request by Suncall America Incorporated — ADI for a ten -yer tax abatement for
equipment valued at $1,697,600.

ORDINANCE NO. 42 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A

This Ordinance is a request by Suncall America, Incorporated for a ten -year tax abatement for real estate
valued at $1,482,000.
Ordinance No. 42 -2007 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 43 -2007 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 55-
2006 KNOWN AS THE 2007 SALARY ORDINANCE
The Clerk read Ordinance No. 43 -2007 on first reading by title only
This Ordinance would modify the 2007 Salary Ordinance to create a full -time Planning Technician. This
position would combine two part -time positions.
Councilor Wissel moved to advance Ordinance No. 43 -2007 to second reading and to suspend the rules
and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed.

Council President Pappin declared Ordinance No. 43 -2007 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance
No. 43 -2007 with a second by Councilor Welch. Upon a vote viva voce, the motion passed.

Councilor Welch moved to advance Ordinance No. 43 -2007 to third and final reading and suspend the
rules and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion
passed.

Ordinance No. 43 -2007 was adopted with an 8 -0 roll call vote.

ORDINANCE NO. 37 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A

tax abatement on equipment valued at $35,000.00.

for due diligence.
