Any public comment on Closed Session items will be taken prior to the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session with be made in the City Council Chambers. Biggers - Expressed concerns regarding the condition of the Sports Park and supports the City Manager's plan to make improvements. E. Walton - Introduced himself as a new member of the San Gorgonio Pass Water Agency. D. Valdivia - Asked for a status of improvements to Rangel Park. Award a Professional Services Agreement to PlaceWorks to provide Landscape Architecture and Engineering Design Services for the Stewart Park Improvement Project in an Amount Not to Exceed $647,971 Motion by Council Member Fenn Second by Council Member Lara To award a Professional Services Agreement to PlaceWorks to provide landscape architecture and engineering design services for the Stewart Park improvement project in an amount not to exceed $647,971. Absent: Martinez Approved by a 4-0 vote. 7. Economic Development Committee Appointments Motion by Council Member Lara Second by Mayor White To nominate Chris Gleiter as the Non-Business Member of the Economic Development Committee, and to extend the recruitment period for the Industry Expert Seat. Absent: Martinez Approved by a 4-0 vote. 8. Fiscal Year 22/23 Short Range Transit Plan-First Draft Direction to move forward as presented regarding the first draft of the Fiscal Year 2022- 2023 Transit Services budget. 9. A Resolution of the City Council of the City of Beaumont for the Authorization for the Execution of the Certifications and Assurances and Authorized Agent Forms for the Low Carbon Transit Operations Program (LCTOP) for the Following Project: Free Fare Promotion, $102,000 Motion by Mayor White Second by Council Member Lara To waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont for the Authorization for the Execution of the Certifications and Assurances and Authorized Agent Forms for the Low Carbon Transit Operations Program (LCTOP) for the Following Project: Free Fare Program Promotion, $102,000;” and Authorize the execution of the Certificates and Assurances; and authorize the execution of the Authorized Agent Form. Absent: Martinez Approved by a 4-0 vote. 10. Street Selection for the Annual Citywide Street Rehabilitation and Maintenance FY21/22 Capital Improvement Program Project R-08 and R-09 D. Jaggers - Raised concerns of pipe replacements needed in the proposed rehabilitation areas. Motion by Mayor White Second by Council Member Santos To approve the Street Selection for the Annual Citywide Street Rehabilitation and Maintenance FY21/22 Project CIP R-08 and R-09, and authorize the Public Works Director to Finalize the Bid Package and Solicit Bids for the Project. Absent: Martinez Approved by a 4-0 vote. 11. Rehabilitation and Maintenance of Sundance Community Trail Direction to staff to make needed improvements to address the current tripping hazards and ask staff to provide options for a long-term solution for the rehabilitation and maintenance of Sundance Community Trail. 12. Consideration of Re-Ratification of Local Emergency and Re-Authorizing the Use of Teleconferencing to Conduct Public Meetings Motion by Mayor White Second by Council Member Lara To waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Proclaiming a Local Emergency Persists, Re-Ratifying the Proclamation of a State of Emergency by Executive Order N-09-21, and Re-Authorizing Remote Teleconference Meetings of the Legislative Bodies of the City of Beaumont for the Period of April 6, 2022, through April 5, 2022, Pursuant to Provisions of the Ralph M. Brown Act.” Absent: Martinez Approved by a 4-0 vote. 13. BEAUMONT SUCCESSOR AGENCY Resolution of the Beaumont Successor Agency: Declaring Property as Exempt Surplus Land BEAUMONT SUCCESSOR AGENCY Meeting opened at 9:07 p.m. Motion by Council Member Lara Second by Mayor White To waive the full reading and adopt by title only, “A Resolution of the Beaumont Successor Agency Declaring Property as Exempt Surplus Land.” And adjourn the Beaumont Successor Agency meeting at 9:09 p.m. and reconvene the regular meeting of the Beaumont City Council. White - Gave a report out from the Banning Chamber dinner, the Noble Creek Chili Cook off, the Vietnam Veterans event, the Downtown Business event and the golf tournament City Cup.
