G.3 Amendment No. 1 to the Cooperative Agreement Between the City of
Beaumont and the Beaumont Unified School District
A cooperative agreement with Beaumont Unified School District
(District) for the required off-site improvements related to the
Beaumont High School Expansion.
Authorize the Mayor to execute Amendment No.1 to the Cooperative
Agreement between the Beaumont Unified School District and the
City of Beaumont regarding delayed offsite improvements
associated with the Beaumont High School Expansion Project.
G.4 Offer of Dedication for Sewer Purposes
Offer of dedication for sewer purposes for Fire Station No. 106 and
future Police facility.

Fee waiver request from the Beaumont-Cherry Valley Rotary
Leadership Institute.

City of Beaumont Authorizing the Waiver of a one-time Facility Use
Fee at the Albert A. Chatigny Sr. Community Recreation Center
(CRC) for Beaumont Cherry Valley Rotary Club.”

H.1 Public Hearing of Specific Plan Amendment and Tentative Parcel Map
Specific Plan Amendment (SP2022-0008) and Tentative Parcel Map
38232 (PM2022-011) to Reflect the Current Intensity of Commercial
Development on the Subject Parcels Including Lot Areas, Setbacks,
Parking, Building Colors and Landscaping and a Request to
Subdivide 17.3 Acres into Four (4) Lots for Financial Purposes
(APNS 419-260-078 -079 and 080).

To adopt Specific Plan Amendment (SP2022-0008) to the Beaumont
Marketplace Specific Plan,
Approve Tentative Parcel Map No. 38232 (PM2022-0011), subject to
the attached conditions of approval, and
Direct staff to prepare a Notice of Determination to be filed with the
Riverside County Clerk Recorder.
Approved by a 4-0 vote.
H.2 Public Hearing of Request to Subdivide Tentative Parcel Map
Tentative Parcel Map 38519 (PM2022-0013) for a Request to Subdivide
3.5-Acres into Three (3) Lots Ranging in Size from 0.42-Acres to 1.58
Acres within the Sundance Specific Plan and Located on the Northwest
Corner of Eighth Street and Highland Springs Avenue (APN 419-750-004).

H.3 Public Hearing and Consideration of a Resolution for the First Amendment
to the Five-Year FY23-27 Capital Improvement Plan and Amendment to
the FY23 Budget
Hold a public hearing to consider amending the five-year FY23-27
Capital Improvement Plan (CIP) and amend the FY23 budget.

FY2022-2023 budget amendments provided within Attachment C
Approved by a 4-0 vote.
H.4 Public Hearing and Consideration of Proposed Amendments to Beaumont
Municipal Code Chapter 17.02 “Administration”, Chapter 17.03.120
“Permitted Uses for Base Zone Districts”, and Chapter 17.19.120
“Downtown Districts”
Recommended changes to the Beaumont Municipal Code to help
facilitate business activity in the downtown and City wide.

the 2nd reading.

H.5 TentativeTract Map 32850 Modification to Conditions of Approval
This Item and Public Hearing has been continued to November 15,
2022.

I.1 Award a Professional Services Agreement to GHD, Inc. in an Amount Not
to Exceed $274,758 for the Preparation of a Downtown Beaumont
Revitalization Plan
Consideration of an Agreement with GHD Inc. for the Preparation of a
Downtown Beaumont Revitalization Plan in an amount not to exceed
$274,758.

Award a Professional Services Agreement with GHD Inc. for the
preparation of the Downtown Beaumont Revitalization Plan in an
amount not to exceed $274,758.

I.2 Award a Public Works Agreement for Construction of CIP 2017-009
Pennsylvania Avenue Widening
Award a public works agreement to All American Asphalt for construction
of CIP 2017-009 Pennsylvania Avenue Widening in the amount of
$7,469,250 with a construction contingency of $747,000.
Motion by Council Member Lara
Second by Council Member Santos
To award a public works agreement to All American Asphalt for
construction of CIP 2017-009 Pennsylvania Avenue Widening in an
amount not to exceed $7,469,250; and authorize the City Manager to
sign change orders up to an additional $747,000 for a total
construction amount of $8,216,250.

I.3 Update on Stewart Park Improvement Project
Preliminary Design Alternatives and Themed Elements Discussion
Consensus to set up a meeting with the Cherry Festival and the
Beaumont Cherry Valley Parks and Recreation District to find a
solution for the location of the festival. Asked to for hybrid of options
1 and 2 design.
I.4 6th Street Medians Retrofit – Master Plan and Conceptual Designs
Review of 6th Street medians conceptual designs by Architerra Design
Group.
Discussion and direction to staff to create hardscape options and
bring back to Council for review and final decision.
I.5 Authorize Changes to Position Allocation
Staff and administration have been evaluating current positions, staffing
levels and individual department organizational structures. The Planning
Department seeks to add an additional Assistant Planner, the Transit
Department seeks to add an additional Lead Bus Driver while the Police
Department has been planning a reorganization due to a planned
retirement.

To approve the additional Assistant Planner, position number AP02,
Approve the elimination of two Bus Driver II positions, BDII-01 and
BDII02,
Approve the addition of one Lead Bus Driver position, LBD-02,
Approve the elimination of one Deputy Chief, position number DC01,
Approve the elimination of one Police Lieutenant position, position
number PL01, PL02 or PL03, and
Approve the addition of two Police Captains, position number PCA01
and PCA02.
Approved by a 4-0 vote.

I.6 Downtown Homeless Intervention Program
Proposed plan for a Homeless Intervention Pilot Program
Motion by Mayor White
Second by Mayor Pro Tem Martinez
Authorize the downtown homeless intervention program as outlined
above.
Approved by a unanimous vote

White - Supported the trash pick up event. Asked that Public Works evaluate the
stop sign placement at Western Knolls and Potrero.
Santos - Gave a report out regarding upcoming ADU legislation.

The next regular meeting of the Beaumont City Council, Beaumont Financing
Authority, the Beaumont Successor Agency (formerly RDA), the Beaumont Utility
Authority, the Beaumont Parking Authority and the Beaumont Public
Improvement Agency is scheduled for November 15, at 6:00 p.m. unless
otherwise posted.
