ORDINANCE NO. 553
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BEAUMONT, CALIFORNIA FINDING AND DECLARING THAT THE
INTERESTS OF THE MOTORING PUBLIC AND OF RESIDENTS WITHIN
VALLEY MOBILE HOME COMMUNITY, A MOBILE HOME PARK IN THE
CITY, WILL BE BEST SERVED BY MAKING CERTAIN PROVISIONS
OF THE CALIFORNIA VEHICLE CODE APPLICABLE TO CERTAIN
PRIVATE ROADS WITHIN SAID VALLEY MOBILE HOME COMMUNITY
WHEREAS, there are certain privately owned and maintained roads
hereinafter described, within the City that are not generally held
open for use of the public for purposes of vehicular travel, but by
reason of their proximity to or connection with highways the inter-
ests of residents residing along such roads and the motoring public
will best be served by application of provisions of the California
Vehicle Code to such roads; and
WHEREAS, a petition was filed with the City of Beaumont signed
by a majority of the owners and residents of the Valley Mobile Home
Community, a mobile home park located at 1444 Michigan Avenue,
Beaumont, California, seeking application by the City of certain
provisions of the California Vehicle Code to the privately owned
and maintained roads within said mobile home park; and
WHEREAS, on May 24, 1982, the City Council, pursuant to the
provisions of Section 21107.7 of the California Vehicle Code adopte
Resolution No. 1982-33, a Resolution of Intention to make certain
provisions of the California Vehicle Code applicable to those pri-
vately owned and maintained roads within the territorial limits of
said mobile home park, more particularly hereinafter listed; and
WHEREAS, a public hearing on said Resolution of Intention was
held on June 14, 1982, after due notice to all owners of such
roads;
THE CITY COUNCIL OF THE CITY OF BEAUMONT DOES HEREBY ORDAIN:
1. That the City Council of the City of Beaumont hereby finds
and declares that the privately owned and maintained roads, herein-
after described, located within the territorial limits of the Valle
Mobile Home Community, a mobile home park located at 1444 Michigan
Avenue, in the City of Beaumont, are not generally held open for
use of the public for purposes of vehicular travel, but by reason
of their proximity to or connection with highways, the interests
of any residents residing along such roads and the motoring public
will best be served by application of certain provisions of the
California Vehicle Code to such roads.
2. Provided appropriate signs are erected at the entrances, as
prescribed in Section 21107.7 of the California Vehicle Code, the
provisions of Section 22350, Chapter 9, 10 and Chapter 12 (commenci
with Section 23100) of Division 11 of the California Vehicle Code
shall hereafter apply to the following privately owned and main-
tained roads located within the territorial limits of the Valley
Mobile Home Community, a mobile home park located at 1444 Michigan
Avenue, in the City of Beaumont, said roads being more particularly
described as follows:
The entire portions of Bougainvilla Drive, Fuschia Drive,
Eucalyptus Drive, Daisy Drive, Camelia Drive, Gladiolus
Drive, Honeysuckle Drive, Jasmine Drive and Kerria
Drive, lying within Valley Mobile Home Community in the
City of Beaumont, as shown on Plot Plan approved by

the Planning Commission on March 12, 1970, and on
file in the Office of the City Planning Director.
PASSED, APPROVED AND ADOPTED UPON SECOND READING this 23rd
day of August , 1982, by the following vote:
AYES: Councilmen Shaw, Hammel, Lowry and Mayor Thompson.
NOES: None.
ABSENT: Councilman May.
ABSTAIN: None.
