Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Robert Mitchell, Anne Heideman, William Reiser; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator, JoEllen Hurr; Public Works Director, James Dillman; Engineer, Glenn Cook; Attorney, Ron Batty 1. ADDITIONAL AGENDA ITEM Council agreed to discuss the Conditional Use Permit application of Russnick Construction, 2. DEVELOPMENT DISTRICT AND TAX INCREMENT DISTRICTS, AMENDMENTS, PUBLIC HEARING, 7:30 P.M. Jeanne Frederick of Ehlers and Associates explained that the Development District and Tax Increment District plans had been amended to include bonding for the Hwy. 55 water line and water storage facility. She stated that the dollar amounts used in the plan include the amount of the bids received for the water line. She stated that the project total would be $1,370,000. Glenn Cook reported that Loram was not interested in having water extended at the present time as they ha determined that the cost to bring the system to their building would cost much more than the additional insurance costs. Ms. Frederick stated that the amount of the bid for that portion could then be deducted from the amount of the bonds to be sold. Moved by Heideman, seconded by Scherer to close the Public Hearing. Motion declared carried Public Hearing closed at 7:45 P.M. Attorney Ron Batty recommended that action on the amended plan be deferred until after the Public Hearing regarding the water line, had been heard. 3. RUSSNICK CONSTRUCTION, CONDITIONAL USE PERMIT Thomas Anderson explained that he and Ron Rogers had met with Greg Ebert and had agreed that Cedar lap siding would be acceptable on the Russnick Building at 3330 Hwy. 55. The Corcoran side of the building will be finished with metal siding and the roof is to be metal with the office addition roof to be asphalt shingles. Moved by Mitchell, seconded by Heideman to remove the item from the table, as it had been scheduled to be discussed March 19th. Motion declared carried Moved by Mitchell, seconded by Heideman to authorize preparation of a resolution approv- ing a Condtional Use Permit to Russnick Construction to construct an office/warehouse at 3330 Hwy. 55 according to revised plans with all wood sheathing on three sides of the building and with metal siding allowed on the Corocran side of the building because Corcorans Ordinance allows metal siding; that outside lighting be shielded; that metal roof be the same color as the asphalt office shingles. Motion declared carried 4. HWY. 55 WATER TRUNK LINE, PUBLIC HEARING, 8:05 P.M. Glenn Cook explained that the water line would be installed on the south side of Hwy. 55 from Tower Dr. to Tamarack Dr., then under the highway and along the north side of the highway until Willow Dr., thence 1000 feet north and 200 feet south of the highway. Regarding assessments, he stated that the property in Tax Increment District 1-1 would be assessed; that is the property owned by Walter G. Anderson, Dickey Natural Systems, Yngve and Hetman and that Wright -Hennepin Electric and M and P Utilities should be also assessed. Thomas Anderson asked why properties on the south side of the highway would not be assessed. Mr. Cook stated that the water line would be on the north side of the highway and not readily available. Arthur Emerson, 4535 Willow Dr., stated that everyone along the water line would benefit and should be considered for an assessment. Francis Sorum, 4007 Apache Dr. stated that he had 31/2 acres that was his homesite and he asked if it would be assessed. Thomas Anderson explained that if it were kept residential it probably would not be assessed. Mr. Emerson asked how many hydrants there would be. Mr. Cook stated that the plans indicate 20 hydrants. He explained that residential property would probably not be assessed at this at the time that a property owner wished to connect to the water system. Mayor Anderson stated that the owners of property within Tax Increment District 1-1 that their properties will be assessed. Mr. Emerson stated that he did not believe that $1000 per as some expensive homes are on small acreage and would be built on a large parcel, if some of that parcel was swamp. Mayor Anderson stated that unbuildable property would not be assessed. Ron Rogers, 2152 Medina Rd. stated that there is an immediate need for the Anderson Co. south side of Hwv. 55 are inter - to have a water supply and that property owners on the ested in developing their property. he also explained that the Dickey building needs a better water supply. Emil Jubert, 1182 Hwy. 55, asked if the water line would be constructed far enough away from the highway to allow for widening of the highway. Mr. Cook stated that the system was designed so that if the highway was widened the water line would then be on the shoulder of the road. Thomas Anderson stated that he believed that the only property that should be assessed was that within Tax Increment District 1-1 plus any other properties that wanted water service at the present time. Mr. Jubert stated that at a previous meeting residents were not in favor of the water line. Mr. Anderson stated that was why he did not want property to be assessed until such time as water was needed. Delores Roehl, 2242 Hwy. 55, asked how her eight acres would be assessed. Anne Heideman stated that if it were used as Commercial property the entire eight acres would be assessed. David Wessin, 1152 Hamel Rd., asked why the line is to be constructed on his property. Glenn Cook stated that the soils in the area are very bad and that the highway department will need to redo a portion of the highway in that area at the time the signal project is completed. Mrs. Roehl asked where the water line would be constructed on her property and if trees would need to be removed. Mr. Cook explained that the water line would not be installed on any private property but that the hydrants would be close to property lines and that the only trees that would be removed would be trees on road right-of-way. Mr. Emerson asked how much per foot the line would cost. Mr. Cook stated the cost would be about $40.00 per foot. Moved by Mitchell, seconded by Scherer to close the Public Hearing. Motion declared carried Public Hearing was closed at 8:50 P.M. Moved by Heideman, seconded by Scherer to adopt Resolution 85-18, Ordering the Hwy. 55 Water Line Improvement project and awarding bid to W.G. Rehbein for $512,242.90. Motion declared carried 217 time but know acre would be a fair assessment assessed less than a building Moved by Reiser, seconded by Heideman to adopt Resolution 85-19, Approving the amended Development District and Tax Increment plan for a corrected total of $1,345,000. Motion declared carried Moved by Heideman, seconded by Scherer to hold a Special Meeting on April 9, 1985 at 7:30 P.M. and to adopt Resolution 85-20, setting a bond sale for $1,345,000 with receipt of bids on April 9, 1985 at 7:30 P.M.
