HomeMy Public PortalAbout19780913CCMeeting1 1 1 25 Tybee Island, Georgia September 13, 1978 A regular meeting of the City Council of the City of Tybee Island, Georgia, was held at 3:30 p.m. on September 13, 1978 at City Hall, with Mayor M. J. Counihan presiding. The following members of Council were present: Nick C. Alexander, Jerome W. Bettencourt, Karen Losey, Edward Jung, John J. Owen, and William C. Fleetwood. The City Attorney, W. Lance Smith, III, was also present. Mr. Bobby Phillips, newly elected Representative to the State House of Representatives, appeared as a visitor, and promised to be accessible to all Tybee Island residents and to render whatever assistance he can to anyone in his district. He also stated that he would work to get state funds to help maintain the beach for public use. The meeting was opened for business legally presented. The minutes of the last meeting (August 9, 1978) were approved. A communication was read from the Tybee Island Chamber of Commerce, promoting beach renourishment and urging the City officials to cooperate with the Corps of Engineers and the Department of Natural Resources in renewing the project. Also, a letter was read from Richard Grosse, who is a member of the Chamber of Commerce and who reported more fully on what the Chamber's position actually was at the meeting. After discussion of the two letters the City Attorney suggested a meeting of City Council with the Corps of Engineers. The Mayor stated that a meeting would be set up and as many members of Council as possible would attend. The first reading of an ordinance to amend the water /sewer ordinance was read, and accepted. The second reading is scheduled for the next regular meeting. 1 follows; The second reading of the Fire Personnel Ordinance was read, as AN ORDINANCE AN ORDINANCE OF THE CITY OF TYBEE ISLAND, GEORGIA, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF TYBEE ISLAND, GEORGIA, BE AMENDED BY REVISING CHAPTER 2, SECTIONS 2 -26 AND 2 -27 OF SAID CODE; PROVIDING THAT: Section 2 -26 Same - Volunteers; compensation. The personnel of the fire department shall consist of such volunteers as may from time to time offer and be accepted by the chief. All work or services done or volunteered shall be without compensation unless otherwise authorized by the governing body. (Ord. of 11 -2 -34, § 8) Section 2 -27 Same - Direction and control of members; consent to engage in work. All persons volunteering for service in the fire department or engaged in the work of the department shall be under the sole direction and control of the chief during the period of such work or service. No person is to engage or do any work of the department without the consent of the chief. (Ord. of 11 -2 -34, S 9) BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF TYBEE ISLAND, GEORGIA, THAT: 1. Chapter 2, Section 2 -26 of the Code of Ordinances of the City of Tybee Island, Georgia, be amended so that such Section shall read as follows: Section 2 -26 Same - Voluntary; compensation. The personnel of the fire department shall consist of such volunteers as may from time to time offer to serve and who have been submitted by the chief to the governing body for accept- ance; provided, however, that these shall be no more than thirty (30) members at any one time, 26 1 and providing further, that persons who are members as of the effective date of this ordinance shall continue to be members. All work or services done shall be without com- pensation unless otherwise authorized by the governing body. 2. Chapter 2, Section 2 -27 of the Code of Ordinances of the City of Tybee Island, Georgia, be amended so that such section shall read as follows: Section 2 -27 Same - Direction and control of members; consent to engage in work. All persons volunteering for service in the fire department or engaged in work of the department shall be under the sole direc- tion and control of the chief during the period of such work or service, except that the absence of a member at two consecutive meetings of the department shall be grounds for his removal by the governing body. No person is to engage or do any work of the department without the consent.of the chief, and no person is to become a member of the department without his having been accepted by the governing body. The Chief will be named by the Mayor. This ordinance shall be in full force and effect immediately upon its adoption. All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. An ordinance to amend the Business License Ordinance was accepted on first reading, and scheduled for second reading at the next regular Council meeting. Bills for the month of August, 1978 were approved as follows: Sewer Department - $ 10,501.45, Water Department - $3,843.48, General Govern- ment - $5,921.92, Police Department - $2,797.46, Public Works - $3,996.23, Sanitation - $10,809.42, Parking Meter Department - $202.41, Fire Department - $389.19, Ceramics Department - $122.32, Recreation - $250.09, and Capital Outlay - $414.97. Other expenses totalled $876.95. Councilman Alexander told Council that vandalism was very bad at all the public bathrooms, but particularly at the restrooms behind the Tybee Museum. After a lengthly discussion, the Police Department was given the respon- sibility of locking the bathrooms at or about dark each day, the time to be deter- mined by the Police Commissioner. Councilman Fleetwood informed Council that the cost of lifeguard protection for the beach had gone over budget. Councilman Bettencourt explained that more lifeguards had been used this year in the past, and that the cost had been kept as closely in line to the budget as was possible.
