HomeMy Public PortalAbout19781011CCMeeting1 1 1 29 Tybee Island, Georgia October 11, 1978 A regular meeting of the Tybee Island City Council was held on October 11, 1978 at 3:30 p.m. in City Hall, with Mayor M. J. Counihan presiding. Also present were William C. Fleetwood, John J. Owen, Jr., Edward Jung, Karen Losey, Jerome W. Bettencourt and Nick C. Alexander. The City Attorney, W. Lance Smith, III, was also present. The first visitors to appear before Council were Mr. and Mrs. Earl Anderson, who represented the Tybee Jubilee and presented each Council member with a tee shirt advertising the event. Mr. Orville Rosen appeared before Council to commend the city water department for the excellent service they rendered him recently. The following letters were read under Communications: A letter to the employees of the Department of Public Works from Councilman Nick C. Alexander appointing Mr. Charles Bishop as supervisor of the department, effective September 27, 1978, and also a letter of resignation from Danny C. Johnson, City Administrator, to become effective on October 27, 1978. The reason for the resignation was that the City Administrator has returned to college for work on a graduate degree. The bills for the month of September were approved as follows: for General Government - $1,289.96, Water Department - $1,470.05, Sewer Department - $7,054.23, Police Department - #3,431.68, Fire Department - $158.86, Sanitation Department - $4,466.98, Public Works - $21,881.29, Ceramics - $200.04, Recreation Department - $73.21, and other expenses totalled $1,048.06. The minutes of the meeting of September 13, 1978 were approved as written. The second reading of an ordinance amending the water /sewer ordinance was read. It read as follows: 1 AN ORDINANCE AN ORDINANCE OF THE CITY OF TYBEE ISLAND, CHATHAM COUNTY, GEORGIA, PROVIDING SECTION 20 -44, BUILDING SEWERS AND CONNECTIONS, PARAGRAPH (c) BE AMENDED BY ADDING A SEN- TENCE PROVIDING FOR SEPARATE CONNECTIONS FOR MULTI -UNIT DEVELOPMENTS, WHICH ARE TO BE SOLD AS INDIVIDUAL DWELLING UNITS. BE IT ORDAINED by the Mayor and Council of the City of Tybee Island, Chatham County, Georgia, that: the Code of Ordinances of the City of Tybee Island, Chatham County, Georgia, be amended by adding to Section 20 -44, Building Sewers and Connections, paragraph (c) the following sen- tence: In multi -unit developments exceeding one unit, which are to be sold as individual dwelling units, a separate and independent building sewer shall be provided for each unit. This Ordinance shall be in full force and effect immediately upon its adoption. All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. CITY OF TYBEE ISLAND, CHATHAM COUNTY, GEORGIA First Reading: September 13, 1978 Second Reading: October 11, 1978 Enacted: October 11, 1978 30 1 1 1 AN ORDINANCE AN ORDINANCE OF THE CITY OF TYBEE ISLAND, CHATHAM COUNTY, GEORGIA, PROVIDING SECTION 11 -8, SCHEDULE OF LICENSE TAXES, BE AMENDED BY ADDING UNDER INITIAL "M" A LICENSE TAX FOR MAINTENANCE AND REPAIR CONTRACTORS. BE IT ORDAINED by the Mayor and Council of the City of Tybee Island, Chatham County, Georgia, that: the Code of Ordinances of the City of Tybee Island, Chatham County, Georgia, be amended by adding to Section 11 -8, Schedule of License Taxes, under initial, M the following: Maintenance and Repair Contractor, any person engaging in general maintenance or repair work for any person, firm or corporation for a renumeration $50.00 This Ordinance shall be in full force and effect immediately upon its adoption. All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. ENACTED in Open Council this the 11th day of October , 1978. CITY OF TYBEE ISLAND, CHATHAM COUNTY, GEORGIA By: ATTESTING: First Reading: September 13, 1978 Second Reading: October 11, 1978 Enacted: October 11, 1978 32 1 31 Councilman Fleetwood moved that the amendment to the water /sewer ordinance be adopted, Councilman Owen seconded the motion, and the ordinance was adopted un- animously. Councilman Fleetwood reported that the annual audit is complete, and that any citizen who wished to examine it would find a copy on file in the Clerk's office. He stated that the city's financial shape at the end of the fiscal year (April 30, 1978) was good. Councilman Bettencourt reported on plans for the Tybee Jubilee to be held on October 20 and 21, 1978. He stated that a tour of homes has been planned, and that the City is sponsoring three movies to be shown on October 17, 18, and 19, 1978. The City Attorney reported that he is still investigating the possibility of the City granting a franchise for cable television. After discussion, the Mayor appointed William C. Fleetwood, Edward Jung and Karen Losey to a committee to study the City Attorney's report, with power to act after polling the Council for their opinions. Councilman Bettencourt reported that the City has received a $50,000 match- ing funds grant for recreation from the Georgia Department of Natural Resources. He stated that there would be a pre- funding conference in Atlanta. During the discussion Councilman Fleetwood asked if any of the items covered under the grant could be changed to the North End of the island, to help meet the City's obligations to open the north beaches for public use. This will be investigated, and a report will be brought to Council at the next meeting. The Mayor announced that the next regular meeting of Council, scheduled for November 8, 1978 would begin with a public hearing to discuss the use of the revenue sharing funds for the next fiscal year. The second reading of an ordianance to amend the business license ordinance to provide for a fee for a maintenance license was heard by Council. The amendment read as follows: 1 1 33 After the second reading, Council voted unanimously to adopt the amendment to the ordinance. Councilman Owen announced that the Tybee Island Jaycees wished to thank the Council for a contribution which provided trophies for the Little League awards banquet.
