MINUTES OF REGULAR MEETING HELD
MARCH 12, .1962
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Dickason at 7:30 P. M., who
2, led the Pledge of Allegiance to the Flag.
3. INVOCATION:
Rev. R. E. Schulz of the Lutheran Church, 9123 Broadway, Templ a
City, gave the invocation.
4. ROLL CALL:

5. APPROVAL OF MINUTES:
Councilman Tyrell moved to approve the minutes of the regular
meeting of February 26, 1962, as mailed, Councilman Fitzjohn se-
conded and carried by the following roll call vote:

11. RESOLUTION NO. 62 -192: Re -Frank G. Bonelli commendation.
City Attorney Shatford read title to Resolution No. 62 -192,

TO THE PEOPLE OF THE COUNTY OF LOS ANGELES. Councilman Tyrell

12. PROPOSED LIVE OAK IMPROVEMENT:
City Manager Woollett stated the improvement proposed from Encin .
ita to Temple City Blvd. on Live Oak Ave. had been posted and
property owners invited to be here to ask any questions they
may have. Mr. Tom Lynch and Mr. Jos. Lynch, project engineers
from the County Road Dept. were present to explain and answer
any questions regarding the project. Mr. Jim Rowland, 5556 E.
Live Oak Ave., and Mr. Homer Spires, 9502 E. Live Oak Ave., both
were concerned regarding the removal of the palm trees and were
advised that all but two could be saved without damage to the
trees and that there would be sufficient ground between the curb
and sidewalk for the trees. Carl Vrooman, 5702 Live Oak, was
concerned about 4 oak trees side of his house which he stated
were pests, and which are located in the easement. Mr. Lynch
advised stated that if the trees were to be removed the contract
is set up to remove 17 trees, and if not removed they would be
paid for only the number removed. If the property owner desires
trees removed he should contact the inspector in writing. Mayor
Dickason stated it has been the policy of the Council not to re-
move any trees unless there is very good reason to do so, which
must be presented to the Council and City Manager.
Mr. Tom Lynch advised the curb on the north side will be 18 ft.
out and on the south side 20 ft. from street center due to the
power line installations and previously constructed curb and
gutter and cross - gutters on the north side, the price of changing
and reconstructing would be prohibitive.. Also that the curb
and gutter installation would definitely help the flow of water
thus forestalling possible flooding conditions. City Manager
Woollett explained the entire cost will be paid by the City out
of gas tax funds and there would be no levy on property owners.
This installation includes aprons and curbing of present drive-
ways which normally is to 6" off of property line, and if it

does not meet present driveway at particular location will go on
to make a reasonable joint to existing driveway. Mr. Gordon
Hanley, 5702 Encinita, stated he had a 40' driveway for three
cars side by side and wanted the driveway apron so constructed
and was advised this could be taken care of.
City Manager Woollett advised the recommendations to the Council
on this to guarantee continuation of the project as planned were:
1. Recommend that you authorize a payment each month to con-
tractor on this contract which would equal 90% of work
done during that month, which will make two payments in-
stead of one as it will take about 7 weeks to complete
the project. There is included in contract a penalty clause
2. Recommend the contractor be held responsible for the job
for a year after completion of the job, which would give
adequate time to determine that the work stands up as it
is supposed to.
Following discussion Councilman Tyrell moved to approve both re-
commendations of the City Manager, Councilman Merritt seconded,
roll call vote as follows:

City Manager Woollett advised the next step is to call for bids
and he asked the Council to authorize the City Manager to call for
bids as of March 14, and that bids should be due on April 4. Also
the Council should decide regarding the actual awarding of the
contract, whether it should be done by the City Manager or at a
public meeting of the Council. The estimated cost of the project
is $42,000.
Councilman Tyrell moved to have the bids out as of March 14, 1962,
Councilman Merritt seconded, roll call vote as follows:

Councilman Tyrell moved the awarding of the contract be at a pub-
lic meeting, that the bids be due on or before April 4, 1962, at
9 A. M., and the hearing for awarding the contract be April 9,
1962, Councilman Fitzjohn seconded, roll call vote as follows:

13. ORDINANCE NO. 62 -69: Relief in Zone change ordinance requirements.
City Attorney Shatford read title to Ordinance No. 62 -69 AN ORDI-
NANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY GRANTING AD-
MINISTRATIVE RELIEF TO PERSONS ADVERSELY AFFECTED FINANCIALLY BY
A CHANGE IN ZONING ON BUILDING ORDINANCE REQUIREMENTS. Councilman
Tyrell moved to waive further reading, Councilman Buchan seconded,
There followed considerable discussion regarding this, The roll

14. RESOLUTION NO. 62 -191, Warrants and Demands, Nos. 1184 through
1229, in the sum of $31,5Z5.91, Councilman Tyrell moved to adopt
Resolution No. 62 -191, Councilman Merritt seconded, roll call vote
as follows:

15. REQUESTED INSTALLATION 4 HOLLY OAK TREES: POSTOFFICE.
City Manager Woollett advised there was no money in the govern-
ment fund for planting of oak trees in front of the new Post-
office. The request is for the City to pay for 4 Holly Oak
trees to be planted by the Boy Scouts at the dedication of the
new building and to be planted in wells provided in the side-
walk at a cost of $25.40 for the four trees. Councilman Buchan
moved to expend the $25.40 for purchase of these trees, Council-
man Fitzjohn seconded roll call vote as follows:

16. PROPOSAL FOR WALK -UP TELEPHONES IN TEMPLE CITY: PACIFIC TELE. CO.
Graham Newton, 4807 N. Baldwin Ave., Temple City, of the Pacific
Telephone Co., said they proposed the installation of 7 walk -up
telephones now with possibly 4 more in the future. The present
installations to be as follows:
the northeast corner of Temple City Blvd.
the southwest corner of Temple City Blvd.
the southwest corner of Alessandro & Las Tunas
the southeast corner of Sultana and Las Tunas
Rosemead and Las Tunas the northeast corner
Las Tunas & Primrose the northwest corner
Las Tunas & Hart the northeast corner
This installation would be for entire expense to the Pacific
Telephone Co. with the City only to pay for energy for light or
about 50C apiece per month. 15% of the revenue would be for the
City. They are open 24 hrs. a day. They are presently in opera-
tion in Richmond, Calif., and if approved Temple City would be
the first City in So. Calif. to have them. Councilman Fitzjohn
moved to approve the project, Councilman Buchan seconded, roll

City Attorney Shatford read title to Ordinance No. 62 -71, AN
ORDINANCE OF THE CITY OF TEMPLE CITY EMPOWERING THE CITY MANAGER
TO ISSUE PERMITS AUTHORIZING THE PLACEMENT OF PUBLIC TELEPHONES
ON THE PUBLIC SIDEWALKS OF THE CITY OF TEMPLE CITY AND SETTING
FORTH THE TERMS OF SUCH LICENSES. Councilman Fitzjohn moved to
waive further reading, Councilman Buchan seconded, roll call vote
as follows: -.

As this was the first reading of Ordinance No. 62 -71, no further
action was taken.
17. TRAFFIC COMMISSION RECOMMENDATIONS:
a. PROPOSED ONE -WAY EAST -WEST ALLEYS NORTH AND SOUTH OF LAS TUN-
AS. Recommend one -way alleys, north of Las Tunas to go east
and south of Las Tunas to go west. Chairman of the Traffic
Commission Georgia Maxey stated this was brought up again
due to complaints received by the Commission. Following dis-
cussion regarding the problem and cost of striping, Council-
man Tyrell moved to stripe the alley center line and edge
stripe, Councilman Fitzjohn seconded. Councilman Merritt
stated he favored one -way alleys. Roll call vote as Follows:

Councilman Fitzjohn moved to try the striping and table one
way alleys, Councilman Tyrell seconded, City Manager 4N!oollett
suggested the Council request the Trarfit Commission to sur-
vey the results of striping and report back, motion carried
to include the above survey by the Traffic Commission.
b. BALDWIN AVE. AT OLIVE ST: INSTALLATION OF RED CURB.
Councilman Buchan moved to approve, Councilman Fitzjohn se-
conded, roll call vote as follows:

additional posted speed sign. Recommend 1 sign 35 mph on
west side or El Monte Ave. 400 ft. southerly of Live Oak.
Councilman Buchan moved to approve the recommendation of the
Traffic Commission, Councilman Fitzjohn seconded, roll call
vote as follows:

d. SULTANA AVE, SOUTH OF LAS TUNAS DR., 4 SIDE: Requested time

f. Vending Newspapers on Highways: Recommend Ordinance be amend-
ed prohibiting sale of newspapers on any roadway including
traffic island. City Attorney Shatford read in full Ordi-
nance No. 62 -70 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY, CALIFORNIA AMENDING SECTION 4264 OF THE
TEMPLE CITY MUNICIPAL CODE TO PROHIBIT THE SALE OF NE.!SPAPERS
OR MAGAZINES FROM THE ROADWAY ON ANY PORTION OF ANY PUBLIC
HIGHWAY OR STREET. Discussion followed. No further action
was taken as this was the 1st reading of the Ordinance.
9- ADVANCE WARNINGS FOR YELLOW SCHOOL CROSS WALKS. Recommend
conforming with State Vehicle Code and remove advance warn-
ings. Councilman Merritt moved the advance warnings be re-
moved to conform with the state vehicle code, Councilman
Tyrell seconded, roll call vote as follows:

18, COMMUNICATIONS:
a. City Managerdoollett read a letter from the Cloverly P, T. Q
regarding the "WONDERFUL WORLD OF BOOKS" FAIR, SATURDAY,
March 17. Councilman Fitzjohn moved the Mayor declare
March 17 as "BOOK FAIR DAY ", Councilman Buchan seconded, and
carried.
b. City Engineer:
1. & 2. Acceptance Sanitary Sewers, private street north
of Longdon,,west side of Golden West, and sanitary sewers
in Tract #26522, westerly of Glickman Ave. south to Olive
St. -J. B. '.slgiber, and release of Faithful Performance Bond
on Tract #26522. Councilman Tyrell so moved, Councilman
Buchan seconded, roll call vote as follows:

NOES: Councilmen -None
ABSENT: Councilmen -None
c, Supervisor Warren Dorn - requesting adoption of Resolution con-
cerning special stamp commemoratino i5th Anniversary Tourna-
ment of Roses Parade- Pasadena. City Manager Woollett recom-
mended the Council direct the City Attorney to prepare a
Resolution for action at the next meeing, Councilman Tyrell
so moved, Councilman Merritt seconded and carried,
d. MEDICOPTOR CORPS: Requested recognition.
City Manager Woollett read a letter from this group request-
ing recognition as a group offering professional emergency

medical services. Councilman Merritt moved to have the City
Manager write a letter of recognition to the organization,
Councilman Tyrell seconded, and carried.
e. PASADENA TOURNAMENT OF ROSES ASSN. -Reply to request for in-
formation. City Manager Woollett explained he had written
the Assn. for information regarding requirements of entering
a float. There are 60 floats each year, and no fee is re-
quired to enter but participants pay all costs for floats.
He recommended this be received and filed and considered as
a possibility in our budget consideration next year. Coun-
cilman Fitzjohn so moved, Councilman Tyrell seconded and
carried.
19. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one in the audience came forward at this time.
20. MATTERS FROM CITY OFFICIALS:
City Manager Woollett read a letter from the Crippled Children's
Society of Los Angeles County requesting the Mayor to issue a
proclamation in their favor for the period March 22 through
April 22. Councilman Tyrell so moved, Councilman Buchan second-
ed and carried.
The City Manager requested authorization of a warrant for $353.13
payable to the Postoffice for mailing of sample ballots for the
Municipal Election of April 10. Councilman Tyrell moved to grant
this request, Councilman Buchan seconded, roll call vote as fol-
lows:

NOES: Councilmen -None
ABSENT: Councilmen -None
City Manager Woollett stated Karl Koski had received an invita-
tion from the Edison Co. to take the Big Creek trip to their
installations there and this would necessitate his absence for
a short time, and requested authorization for him to make the
trip. Councilman Buchan so moved, Councilman Merritt seconded;.
roll call vote as follows:

ABSENT: Councilmen -None
City Manager Woollett read a letter from John Ehresmann, Pres.
of the Jr. Hi -Y group requesting a charitable solicitation permit
to sell packaged food items from house to house, and a public
sale in front of Gunst's Sporting Goods Store, the funds to be
used to help send a deserving youth to Y camp. Councilman Fitz-
john moved to grant request, Councilman Buchan seconded, roll
call vote as follows:

21. ADJOURNMENT:
Councilman Buchan moved to adjourn for 10 minutes and re-assemble
for further study of the Joint Powers Agreement pertaining to
the Library project. Recessed at 10 P. M.
COUNCIL RE- CONVENED AT 10 :10 P.M.
The City Attorney went over the agreement with the Councilmen and
City Manager with considerable discussion on various points. It
was agreed that the City Attorney and City Manager should meet
with County officials and negotiate some changes, principally as
follows: 1s 3 -Z�_6y
1. The rental basis for payment was 50 days after the first
of each and every month, which is County procedure. It
was felt this should be adjusted.
2. In section 7 of the lease regarding fire damage it states
the Countymay reconstruct and if insurance proceeds are
not enough the County adds additional money to it which

they may not like since there is no provision to reimburse
them for what they expend.
3. Thet the City should not assume responsibility for the
building maintenance of interior painting, plumbing and
air conditioners.
4. That five days be set aside for the use of the parking
lots each year for the Camellia Festival.
5. That no specific time be set for the City to purchase
the present library building leaving it optional so that
purchase could be made subsequent to occupancy, at time
of occupancy, or to continue to rent for an indefinite
time from the County with option to buy,
6. To try and get them to pay the fire insurance. Mr.
Woollett will get figures from Carl Clark for insurance
on a building of this size and content.
City Manager Woollett will also look into costs of modifying the
present library building to suit our needs and report back and
will also present the appraisers figures of buildings and prop-
erty involved.
Councilman Merritt moved to adjourn, Councilman Buchan seconded,
Council adjourned at 11 P. M. until the next regular meeting
on March 26, at the City Hall at 7:30 P. M.
