HomeMy Public PortalAbout07-24-2017 COW Minutes 3iOI 44/7 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on July 24, 2017 At Village Hall Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee O'Rourke, Trustee Bonuchi, Trustee Lamb, Trustee Larson, and Trustee Newton. Board absent: Trustee Wojowski. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Lead Engineer; Randy Jessen, Public Improvements Superintendent; Derek Wold, Engineer; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; Traci Pleckham, Management Services Director; and Anthony Novak, Police Commander There were approximately 2 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on July 10, 2017. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS No Comments. PUBLIC COMMENTS No Comments. WORKSHOP 1) PACE PARK N RIDE IMPROVEMENT PROJECT UPDATE Mr. Allen Persons gave a brief overview of the Pace Park N Ride program including current parking, and ridership history. Mr. Persons pointed out that the Village recently entered into an Intergovernmental Agreement with PACE for a new parking lot to be built on Village owned property located north of Lockport Street and east of Van Dyke Road and Wood Farm Road. Mr. Persons stated that staff will give an overview of the concept plan for the project and pointed out that 30% of the engineering work has been completed. Mr. Scott Threewitt gave an overview of the new parking lot design concept plan including improvements to Van Dyke Road and an access road; storm sewer and detention pond; sanitary sewer and watermain; LED lighting and security cameras; landscaping; and detention pond/rain garden. Mr. Threewitt pointed out that there would be a minimum of 400 parking spaces with the possibility to add 200 more. Mr. Derek Wold gave an overview of the 1,500 square foot, heated shelter with restrooms, seating, vending machines, and a bike rack. Mr. Wold also reviewed possible bus canopies. Mr. Wold reviewed the proposed project schedule with substantial completion anticipated in the summer of 2018. Trustee Larson questioned if the size of the building and washrooms would be adequate. Mr. Persons stated that they are sized to support 600 spaces. Trustee Bonuchi inquired about maintenance. Mr. Murphy stated that maintenance is the responsibility of PACE. Trustee Lamb asked the staff to look into a maintenance schedule for the cleaning of the bathrooms, cautioned about landscaping obscuring the line of sight, and complimented the use of smart traffic signals. Trustee O'Rourke asked if panic boxes would be on site, asked the staff to look at having security cameras at other parks in the Village, and inquired if the shelter is designed for tornadoes. Administrator Murphy Village of Plainfield Meeting Minutes—July 24, 2017 Page 2 stated that panic boxes will be on site and staff will look into the other items. Mayor Collins asked if the detention pond will be built to full capacity. Administrator Murphy stated that it will include full capacity. Mayor Collins thanked everyone for the presentation and read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
