IONA COMMUNITY CENTER PRESENT: Council President Robyn Walker, Council Member Rob Geray, Council Member Dan Gubler, Council Member Kathy McNamara, Public Works Director Zech Prouse, Police Chief Matt Lurker, and City Clerk Julie Hammond. ABSENT: Mayor Brad Andersen, Building Inspector Allen Eldridge, Treasurer Amy Sullivan and Animal Control Officer Kayla Key. VISITORS: Dixie Hunting and Sally Price. Facebook Page Discussion: The Facebook Page was introduced as a transparency for the City that could include things for immediate notification or public works information. The City had looked at it before and some thought Facebook was going downhill and recommended upgrading the homepage. A couple suggestions were an "Ask the Mayor" link and a possible survey sent in the newsletter to see what citizens would like to see. Chief Lurker had a contact that could submit a proposal for the website. Director Prouse and Chief Lurker were working on getting the Swift Reach System up and running. Personnel Policy Distribution: Treasurer Sullivan had updated the Personnel Policy using the Idaho Counties Risk Management Program's (ICRMP's) suggested policy. She changed a few things to meet the needs of Iona. The policy was distributed for everyone's review. Planning & Zoning Discussion — Members in Impact Area: Council has been discussing the pros and cons of Planning & Zoning (P&Z) Members living in Bonneville County vs living in Iona and its current impact area. Current City Code states that members can reside in Bonneville County. Council President Walker and Council Member Gubler were concerned about litigation if someone were denied to serve on the Iona P&Z Commission if they lived in Bonneville County but outside of Iona's Impact Area. Council Member Geray referenced State Code and implied that it would tie the hands of any future Council. Someone who doesn't live in the City but has a vested interest in Iona may want to serve on the commission. Solid Waste Franchise Ordinance Discussion: Council discussed a few more changes to the Solid Waste Franchise Ordinance. An application fee of $100 to $200, striking the requirement of a license decal issued by the City Clerk to place on the vehicle, removing the requirement for providing recycling, and the ability to revoke a license for up to three years depending on the severity of the infraction. Attorney Storer comments suggested rethinking the one day a week pick up. Director Prouse agreed and thought it might be an issue with the agreement the hauler may have with the transfer station. Council Member Geray would review Attorney Storer's comments and send the revisions discussed. Water Committee: The Water Committee had met on March 11, 2015. The primary focus was on immediate problems which included consumption and storage. The committee's job would be to tackle the cost issue and educate the public. The next meeting would be held March 26, 2015 at 7:00 p.m. at the Iona City Building. Wind Turbine and Ham Radios Discussion: Clerk Hammond was asked to see if Bonneville County had recently passed an ordinance on Ham Radios. Council was not sure if this was something that could be regulated but thought there could be a restriction on the height of a personal antenna. Dixie Hunting stated she was a Ham Operator with a 10 meter rig and her son is licensed with the Federal Communications Commission (FCC). Reports ^, Historical Committee: Dixie Hunting reported that Beth Olsen's two daughters would be taking over the museum. She indicated that there were meager funds available but they still needed to pay monthly utilities and asked if the City would be able to support $50 a month. Council reported that there was a $1,000 budget for the Historical Committee. Council Liaison McNamara reported that one member had spent $400 of their own money and didn't know how they would get it back. Dixie Hunting reported that the monument pictures have a lifetime warranty through Idaho Falls Monument.
