HomeMy Public PortalAbout1/10/1995o GREENCASTLE COMMON COUNCIL Regular Session January 10, 1995 The Greencastle Common Council met in regular session on January 10, 1995 at Tzouanakis Intermediate School. The meeting was called to order at 7:30 p.m. by Mayor Harmless. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Attorney John Zeiner and City Engineer Chris Barnes. Organization Councilor Rokicki moved to nominate Councilor Murray for Council President for the year 1995. Councilor Miles seconded the nomination and it was carried by an aye unanimous vote. Councilor Roach moved that the nominations be closed. Councilor Calbert seconded the motion and it was carried by an aye unanimous vote. Councilor Murray was elected president by acclamation. Approval of Minutes: The minutes of December 13 executive session, December 13 regular session, December 29 special session were distributed to Council. Councilor Miles moved to approve the minutes as presented. This motion was seconded by Councilor Rokicki and was camed by an aye unanimous vote. Department Reports In addition to monthly statistical reports. the follcwing comments were made. Councilor Roach noted that the fire department aerial truck was an asset to the firefighting efforts during the Moores Shoes fire. He also stated that earlier detection and notification by use of an automatic call in alarm may have prevented some of the damage. • Mrs. Nichols reported that a crushed sewer line will have to be repaired at Indianapolis Road and Franklin Street. She expects work to begin in approximately 6 weeks. Mr. Lawrence reported the issuance of 13 cennits in the month of December: 1 convenience store. 2 single family homes and 10 miscellaneous. Mr. Barnes reported updates on the sewer Improvement proiects. the water plans. -he sidewalk project and the Kroger Super Store to be located across from McDonalds. He continued that traffic considerations would be addressed by moving the stop light to a location at the McDonatds entrance and placing a stop sign at Franklin Street, Councilor Rokicki asked that a public forum be set up to allow public discussion of the change in the traffic light location. Mr. Zeiner distributed a draft Flood Hazard Area Ordinance for review of Council. Requests and Recommendations: Ordinance 1995 -1. An Ordinance Closing Alley South of.Walnut Street Between tine and College Streets, was presented and read in its entirety by Mayor Harmless. Councilor Rokicki moved to approve Ordinance 1995 -1 as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1995 -1 to have been passed on first reading this date. Ordinance 1995 -2, An Ordinance Redefining a Subdivision Within the City of Greencastle and Its Two Mile Fringe, was presented and read In its entirety by .Mayor Harmless. It was noted that a duly published public hearing was held by the Plan Commission on August 28, 1994 and that first reading was approved at the Plan Commission meeting of November 28, 1994. Councilor Murray .moved to approve O Ordinance 1995 -2 as presented. This motion was seconded by Councilor Miles and was canned by an aye unanimous vote. Mayor Harmless declared Ordinance 1995 -2 to have been passed and adopted this date. 0 • CC 1/10/95 page 2 Mr. Doug Cox of the DePauw Security Staff made presentation to Council of parking sign placement on city streets in the campus area. Councilor Rokicki noted that it has not been a practice to allow reserved parking spaces for staff on city streets. Mr Cox agreed that the signs could read "Visitor Parking" and that the purpose was to move student parking off city streets and into the designated lots. It was the consensus of Council to allow the "Visitor Parking" to be placed for second semester with DePauw to report back to Council in the fall on the effectiveness of the signs. Mr. David Jackman of Opportunity Housing presented to Council a proposal to develop affordable housing at the site of the Old Industrial Park. Discussion ensued concerning the donation of the land with a parcel set aside for the development of a day care center. Councilor Calbert asked that the city check to see if the loan with the Farmers Home Administration would still be forgiven if the site is not used for industrial development. He continued that if that is the case he aid not have a problem with placing housing at the site. Further discussion occurred concerning a 'possible traffic light at the comer of First Street and Veterans Memorial Highway and the issue of children crossing at that site to get to the schools. Council Reports and Comments: Concerning Council assignments, the following list was presented and approved: Plan Commission Main Street Greencastle Park Board GC /PC Development Center 911 Board Cable Access Channel Town & Gown Councilor Rokicki Councilor Miles Councilor Roach Councilor Murray Councilor roach Councilor Rokicki Councilor Murray & Councilor Miles Concerning Council appointments, Councilor Rokicki moved to re- appoint Steve Gauley to the Redevelopment Commission. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Councilor Murray noted that further appointments would be discussed in executive session prior to the next regular session with appointments to be made at the next regular session. With no further business, Councilor Rokicki movea for adioumment. This motion was seconaeo by Councilor Roach, was carried by an aye unanimous vote and the meeting was adjourned at 9:05 p.m. Michael M.
