HomeMy Public PortalAbout05 - 2018 - HATE CRIMES RESOLUTION 2018-5 Resolution Addressing Hate Crimes in the State of Indiana WHEREAS, the Common Council of the City of Greencastle passed, by unanimous vote, Resolution 2015-6 which states that the City of Greencastle has made it a priority to welcome and promote diversity among its citizens, visitors and businesses; WHEREAS, this resolution further states that all city offices and companies that do business with the city shall not discriminate on the basis of race, religion, ethnicity, disability, sex, sexual orientation, gender identity, gender expression, national origin, ancestry, age or U.S. military veteran status, except where these statuses are a bona fide qualification for employment or otherwise allowed by law; WHEREAS, the City has adopted an ADA Transition Plan, a Title VI Plan and an Employee Manual, all confirming its commitment to having a City free of unlawful discrimination; WHEREAS, City contracts issued to companies and leagues prohibit discriminatory actions and practices as a term of the contract; WHEREAS, more work needs to be done to ensure that all citizens are made to feel welcome and to promote a diverse community. Whereas, forty-five states and the District of Columbia all have hate crime legislation while Indiana does not. WHEREAS, recent events within the community, including several incidents involving racially derogatory messages have made it clear that state law does not allow for adequate prosecution of actions that in other states are considered"hate crimes." NOW BE IT RESOLVED THAT THE COMMON COUNCIL of the City of Greencastle does the following: 1. Common Council calls upon each of it state legislators that represents the City: James Baird, State Representative District 44; Senator John Crane, District 24; and Senator Rodric Bray, District 37 to publicly state their position on the issue of hate crime legislation. Further, the Common Council asks them to introduce hate crime legislation at the state level during the 2019 legislative session. 2. The Common Council condemns the actions of people responsible for the incidents described above, and thanks the Greencastle Police Department and the DePauw Office of Public Safety for their work in investigating the incidents.
