Mayor Buelterman called the special city council meeting to order at 3:30PM on January 25, 2018.
Those present were Julie Livingston, Monty Parks, John Branigin, Wanda Doyle, Barry Brown, and
Jackson Butler. Also attending were Dr. Shawn Gillen, City Manager; Bubba Hughes, City
Attorney; George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council.
Call to Order
Tybee Dune Restoration – 2018. Dr. Gillen stated he is currently working with the Beach
Task Force and DNR to do a Dune Restoration Program that will extend from the Pier to 19th
Street. This will include a vehicular crossover at 19th Street, which will have the Guardian System
sandbag and sand on top for City vehicles. To apply for the permit, a design of the dune system
and landscaping is required. Dr. Gillen is asking Mayor and Council to approve a contract in the
amount of $3,789 to complete this work. Monty Parks made a motion to approve. Wanda
Doyle seconded. Vote was unanimous to approve, 6-0.
Beach Re-nourishment Project. Dr. Gillen stated he and George Shaw attended the bid
opening for the Beach Re-nourishment and the bids came in for the construction alone at $4.8M.
The COE cannot move forward without additional non-Federal dollars and he is asking approval
for a check for $138,064.18, which will be hand carried to the COE on Friday, January 26, 2018.
This is for 200,000 cu yds of sand and the Beach Task Force at a special meeting recommended
Mayor and Council move forward with the project. Mayor Buelterman asked about the dune at
18th Street. Dr. Gillen stated it will be rebuilt and will match the profile. Wanda Doyle made a
motion to approve. Monty Parks seconded. Vote was unanimous to approve, 6-0.
Executive Session. Julie Livingston made a motion to adjourn to executive session to discuss
litigation and real estate. Monty Parks seconded. Vote was unanimous to approve. Julie
Livingston made a motion to return to regular session. Wanda Doyle seconded. Vote was
unanimous to approve, 6-0.
