AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE,
AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, the U.S. Department of Transportation is authorized to make grants to states through
the Federal Transit Administration (FTA) to support capital, operating and feasibility
study assistance projects for non -urbanized public transportation systems under
Section 5311 of the FTA Act of 1964, as amended; and
WHEREAS, the Public Transit Section, Indiana Department of Transportation (INDOT) has been
designated by the Governor to make Section 5311 grants for public transportation
projects; and
WHEREAS, the Indiana Department of Transportation has grant funding available; and
WHEREAS, the City of Richmond, by and through the City of Richmond, Rose View Transit,
desires to submit a grant application to assist with operating and capital expenses for
Rose View Transit for 2008;
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant,
including the provision by it of the local share of the project costs;
WHEREAS, the City will provide up to One Hundred Forty Thousand Dollars and Zero Cents
($140,000.00) in local funds towards transportation services in 2008. The matching
source is from the General Fund.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by and through the City of Richmond, Rose View Transit, is
hereby authorized to submit a grant application to the Indiana Department of Transportation to
assist with operating and capital expenses for Rose View Transit for 2008.
2. The City of Richmond, by and through the City of Richmond, Rose View Transit, is
authorized to accept said grant funding in an amount up to Nine Hundred Ninety -Three
Thousand Eight Hundred Fifty -Eight Dollars and Zero Cents ($993,858.00).
3. Said funds, if awarded to the City of Richmond, Rose View Transit, shall be
appropriated as follows:
a) Eight Hundred Eighty -Nine Thousand Four Hundred Fifty -Eight Dollars and Zero
Cents ($889,458.00) to assist with operating expenses for Rose View Transit for
2008; and
b) One Hundred Four Thousand Four Hundred Dollars and Zero Cents ($104,400.00)
to assist with capital improvements for Rose View Transit in 2008.
4. The City of Richmond, Rose View Transit, is authorized to furnish such additional
information as INDOT may require in connection with the application.
5. The City of Richmond, Rose View Transit, is authorized to execute grant contract
agreements on behalf of the Common Council of the City of Richmond, Indiana.
6. The City will provide up to One Hundred Forty Thousand Dollars and Zero Cents
($140,000.00) in local funds towards transportation services in 2008. The matching source is
from the General Fund.
