INITIATION: The regular meeting of the City Council of the City of Temple City was called to order by Mayor Dickason at 7:30 P. M., who 2. led the Pledge of Allegiance to the Flag. 3. INVOCATION: Father Birch of St. Lukes Catholic Church, Temple_ City, gave the invocation. 4. ROLL CALL: PRESENT: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason ABSENT: Councilman- Buchan ALSO PRESENT: City Attorney Shatford, City Manager Woollett' 5. APPROVAL OF MINUTES: City Manager Woollett referred to page 6, item 21, section 1, of the Minutes of the regular meeting of March 12, 1962, correct ing the number of days from "50 days" to "15" days. Councilman Fitzjohn moved to approve the minutes of March 12, 1962, as corrected, Councilman Tyrell seconded, roll call vote as follows: AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen- Buchan 6. ORDINANCE NO. 62 -71% second reading. City Attorney Shatford read title to Ordinance No. 62 -71 AN ORDINANCE OF THE CITY OF TEMPLE CITY EMPOWERING THE CITY MANAGER TO ISSUE PERMITS AUTHORIZING THE PLACEMENT OF PUBLIC TELEPHONES ON THE PUBLIC SIDEWALKS OF THE CITY OF TEMPLE CITY AND SETTING FORTH THE TERMS OF SUCH LICENSES. RESOLUTION NO. 62 -193: Re- Tournament of Roses stamp, City Attorney Shatford read title to Resolution No. 62 -193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY RE- QUESTING THE POST OFFICE DEPARTMENT OF THE UNITED STATES TO DE- SIGN A STAMP COMMEMORATING THE 75th ANNIVERSARY OF THE TOURNA- MENT OF ROSES. Councilman Merritt moved to adopt Resolution No. 62 -193, Councilman Tyrell seconded, roll call vote as follows: 254 Council Minutes, March 26, 1962, page 2 AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman- Buchan 9. RESOLUTION NO. 62 -195: Re- Signing Joint Powers Agreement & Leases. City Attorney Shatford read title to Resolution No. 62 -195 a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT POWERS AGREEMENT WITH THE COUNTY OF LOS ANGELES AND LEASE AGREEMENTS A PART THEREOF RELATING TO CONSTRUCTION OF A LIBRARY BUILDING BY THE CITY OF TEMPLE CITY TO BE LEASED TO THE COUNTY OF LOS ANGELES WITH OPTION TO PURCHASE AND UPON LEASE OF THE NEW LIBR ARY BUILDING THE CITY TO LEASE EXISTING LIBRARY STRUCTURE FROM THE COUNTY OF LOS ANGELES AS CITY HALL, WITH OPTION TO PURCHASE Councilman Fitzjohn made the motion that the Mayor and City Clerk sign the Joint Powers Agreement and two leases and in- struct the City Manager and City Attorney to negotiate acquisi- tion of the Legion property. Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman- Buchan 10. BETHLEHEM LUTHERAN CHURCH: RE- street improvement. City Manager Woollett read a letter from Bethlehem Lutheran Church, Rudolph Bloomquist, pastor, stating they had purchased the triangle piece of property in front of the church and will improve with curb and gutter and landscaping, and requesting the Council to pave the north side of Freer St. after which the Church will dedicate the street to the City. The City Mana- ger recommended the City Council appropriate $6500. for improve- ment of the north side of this street and also a portion of the westerly side of Halifax St. contingent upon installation of curbs and gutter on Halifax side and Church's dedication to the City of 30' strip of street on the north side of Freer St. from westerly boundary easterly. Councilman Buchan arrived at this time. 7 :50 P. M. The City Manager advised there was money available in the public works account to do this now, partly due to difference in amounl . set up in the budget and the amount expended for installation o.' three traffic signals. Also that it would take about six weeks to complete the work. Following discussion Councilman Tyrell moved to consider this in next years budget, Councilman Merritt seconded. Rev. Bloomquist spoke in behalf of the Church statinc they would appreciate having this done as soon as possible. City Attorney Shatford read title to Ordinance No. 62 -69 AN ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, REGULATING THE MAINTENANCE OF SWIMMING POOLS AND FENCING THEREOF.. Council- man Tyrell moved to waive further reading of Ordinance No. 62 -69 Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 12. ACCEPTANCE CASH CONTRACT No. 80384. City Manager Woollett read a letter from the Supt. of Streets advising of satisfactory completion of installation of 3 traffic signals under cash contract #80384 by the A -1 Signal, and re- commended the City Council accept the work done under this con- tract. Councilman Merritt moved to accept, Councilman Buchan 255 Council Minutes, March 26, 1962, page 3 seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None Councilman Tyrell brought up question of timing of lights and time of operation. Following discussion Councilman Tyrell mov- ed that the Council instruct the Traffic Commission to investi- gate these signals and their timing, Councilman Fitzjohn second - ed and carried. 13. RESOLUTION NO. 62 -194: Warrants & Demands. Councilman Fitzjohn moved to approve Resolution No. 62 -194 in the sum of $30,582.72, demand Nos. 1230 through No. 1259, Coun- cilman Buchan seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 14. CERTIFICATE OF RECOGNITION PRESENTATION: Chester Otting. At this time Mayor Dickason on behalf of the City Council pre- sented Chester Otting with a Certificate of Recognition for his outstanding services in connection with the Camellia Festival of 1962, which was graciously acknowled by Mr. Otting. 15. APPOINTMENT OF CANVASSING BOARD. City Manager Woollett read in Full a Notice of Appointment of Canvassing Board to be William Woollett, Jr. as Inspector, Karl Koski as Judge, and Marjorie Woodruff as Clerk, to canvass absentee ballots at the forthcoming municipal election. Coun- cilman Buchan moved to approve the appointments, Councilman Fitzjohn seconded, and carried. 16. ORDINANCE NO. 62 -72: Protecting use of City Seal. City Attorney Shatford requested this item be put over two weeks Councilman Fitzjohn seconded, and carried. 17. ANNUAL CLEAN -UP, PAINT -UP, F1 -U' WEEK. Mayor Dickason spoke in favor of such a week for Temple City with various civic and church groups participating as well as the merchants. The City Manager suggested that the new Junior Chamber of Commerce be requested to take this over and that sometime during the month of May be set for the date which woulc give them time to get organized. Councilman Fitzjohn moved to instruct the City Manager to get this started with the Junior Chamber of Commerce working together with the Temple City Beau- tiful Committee, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 18. TRAFFIC COMMISSION RECOMMENDATIONS; a. Re- marking left turn pockets to provide mid -block bubble- for proposed Easter Week display. City Manager Woollett explained the proposed displays and the cost of re- marking estimated at $200. to be divided between the merchants, community and City. The displays would be of a re- ligious nature with each one sponsored by one of the local churches, and to be illuminated z hr. before sunset to - hr. after sunrise. Carl Ludlow, Pres. of the Merchants Division of the Chamber of Commerce spoke in behalf of the proposed pro- ject. Following much discussion Councilman Tyrell moved that permission should be granted subject to authorized approval by the City Engineer, the Sheriffs Dept., and the City Manager, for suspension display only without any correction or deviation from road traffic markings as they presently exist, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 256 Council Minutes, March 26, 1962, page 4 b. COMMUNICATIONS: A. CHARITABLE SOLICITATION PERMITS Multiple Sclerosis Society. City Manager Woollett read a letter from this Society requesting a solicitation per, mit for use from August 23d tbrough the 26th, Councilman Fitzjohn moved to approve, Councilman Tyrell seconded, and carried. Los Angeles County Assn. for Mental Health. City Mana- ger Woollett read a letter requesting a solicitation per- mit for May 24 through May 28. Councilman Tyrell moved to grant, Councilman Fitzjohn seconded, and carried. Councilman Tyrell moved that the City Manager contact the Chamber of Commerce to get a group rather than various solicitations during the year, Councilman Buchan seconded, and carried. B. Request to move Traffic Control Box on southwest corner of Primrose & Las Tunas. City Manager advised that tenant of the building has had his landlord request us to move this box as it obstructs vision of his display windows. The cost to move would be between $225. and $250. He ad- vised the box was so placed as a saving to the City and where existing lines were underground. It could be moved 15' south on Primrose which would involve the estimated cost above. This request was not made until after the signals were in operation. Following discussion Council- man Tyrell moved the request be denied unless the indivi- dual stands the expense of moving and the costs of moving be a lien upon the property until paid, Councilman Fitz - john seconded, roll call vote as follows: AYES: Councilmen - Buchan, Fitzjohn, Merrritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None C. INDOOR SPORTS CLUB: Dorothy Miller. The City Manager read a letter from Dorothy Miller of the Indoor Sports Club requesting the City to pay for 500 pro- grams for the annual convention of the Indoor Sports Club to be hosted by Temple City club on June 1, 2, and 3d. Marge Calamia, Camellia Festival secretary, appeared on hehalf of Miss Miller. Following discussion Councilman Fitzjohn moved to approve subject to the condition of in- serting a sheet for the Mayor and City Council to welcome the members to Temple City, the City•Attorney to approve the copy for this sheet, at a cost of $67.40 plus tax, Councilman Tyrell seconded, roll call vote as follows: AYES: Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None D. TEMPLE CITY BEAUTIFUL COMMITTEE: Mrs. Adelyne Minsky. City Manager Woollett read a letter from the above Commit- tee regarding planting of trees on Temple City Blvd, and Las Tunas Drive. Mrs. Minsky, Pres. of the Temple City Beautiful Committe, advised the proposal was for planting of Indian Laurel trees which had been recommended, at a cost of about $25, per tree. There followed considerable discussion regard- ing planting, watering, base, tree habits, whether it should be required to be done a block at a time, also regarding awnings. It appeared most merchants contacted had reacted favorably, and Mrs. Minsky was to appear be- 257 Council Minutes, March 26, 1962, page 5 fore the Merchants Committee of, the Chamber of Commerce to present the program. The City Manager recommended that the Chamber make a survey of the merchants by name and whether for or against and then make a recommendation to the City Council. Councilman Merritt moved to act on the City Manager's recommendation, Councilman Fitzjohn se- conded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 20. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward at this time. 21. MATTERS FROM CITY OFFICIALS: City Attorney Shatford presented Resolution No. 62 -196 A RESO- LUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFOR- NIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREE- MENT WITH THE COUNTY OF LOS ANGELES FOR THE HOSPITALIZATION OF CITY JAIL PRISONERS IN THE JAIL !YARD OF THE COUNTY GENERAL HOS- PITAL. He explained this was necessary to conform to a stan- dard agreement with all contract cities for above services. Councilman Tyrell moved to adopt Resolution No. 62 -196, Coun- cilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None Councilman Merritt read a letter from the Board of Supervisors regarding Library Week, April 8 through 14, and suggested the City Council pass a resolution observing these dates. Mrs. Bertha Raines, of the County Library Board, first commended the Council for adopting the Joint Powers Agreement with the County regarding the new library, and also felt the observance recogni. tion would be most appreciated. Councilman Tyrell seconded, carried, and the Mayor so proclaimed. City Manager reported on the curb and gutter program set up with City participation with property owners. He presented two petitions completed as follows: 1. One for the south side of Olive St. from Temple City Blvd. to Barela with 100% signed up. 2. One for the east side of Zadell St. from Olive St. south to cul de sac with 68.23% signed up. He requested the City Council to designate the City Manager as Supt. of Streets to instruct the property owners concerned that we will hold a public hearing at the next meeting. Councilman Tyrell moved that a public hearing be set for the south side of Olive St. at 7:30 P. M„ and a public hearing be set for the east side of Zadell St. at 8:00 P. M., both to be held at the next Council Meeting on April 9, 1962. Councilman Merritt se- conded and carried. The City Manager referred to the advisability of having a res- ponsible person answer City Hall calls when closed, and advised the Sheriff's Station has offered to have a telephone installed in the office which has 24 hr. service every day of the year. Installation cost to the City would be $4.00 and $7.00 monthly service charge. In emergencies they could pass necessary inform- ation on to us, it will be a direct line to the Sheriffs Station when we are closed, Councilman Merritt moved that the City Manager be authorized to have the telephone installed and for this service, Councilman Fitzjohn seconded, roll call vote as fol lows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None 258 1 1 1 Council Minutes, March 26, 1962, page 6 The City Manager requested the City Council to authorize the staff to make payroll deductions when requested by the employees for health, hospitalization, etc. Involves only a small amount of time and no further expense to the City. Councilman Fitzjohn moved to approve, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen -None The City Manager requested permission to be absent from the City from Thurs. night to Monday morning on personal business.
