CITY COUNCIL WORK MEETING
MAY 19, 2015 - 6:00 P.M.
IONA COMMUNITY CENTER
PRESENT: Mayor Brad Andersen, Council President Robyn Walker, Council Member Rob
Geray, Council Member Dan Gubler, Council Member Kathy McNamara, Public Works Director
Zech Prouse, Building Inspector Allen Eldridge, Police Chief Matt Lurker, and City Clerk Julie
Hammond.
ABSENT: Treasurer Amy Sullivan and Animal Control Officer Kayla Key.
VISITORS: Sally Price.
5"' Grade Playground Equipment Models: Council President Walker's 5`h Grade Class had
been studying the branches of government. One assignment given was to come up with a design
for playground equipment. The students made models and had a display table at the meeting.
Council President Walker asked for feedback to take to the class.
Mayor Andersen indicated it was time to update a piece of equipment (usually done every three
to four years). Council thought replacing the dome might be a good idea because not a lot of
kids play on it and when they do it seems someone gets hurt.
Dog Leash Ordinance Discussion: Current City Code states that a dog is to be in the owner's
control. Some felt that if a dog was not on a leash it was not in the owner's control; dogs should
be leashed in public areas. Council would ask Attorney Storer to draft a leash law.
Iona Day Celebration: Miranda Harrison can no longer help with the Iona Day Celebration.
Sasha Belliston and Kaelyne Schwieder can help but need others to volunteer. Mayor Andersen
will contact his Stake Activities Director to see if he can get any other volunteers. Council
Member McNamara indicated that Frank Stanger would like to help in the community.
It was decided that if a committee couldn't be put together the City would host the following
events for the day: Lion's Club Breakfast, Fun Run, Hamburger/Hot Dog Lunch, and Movie in
the Park.
Council President Walker and Council Member McNamara would pick up 500 hamburgers and
500 hot dogs, water, Shasta, and chips for the lunch. Council President Walker would check on
the Lion's Club grills and Treasurer Sullivan could check on the grill that was used last year.
Solid Waste Ordinance Direction: Council decided to hold a Special Meeting on Thursday,
June 18, 2015 at 6:00 p.m. and invite the local Solid Waste Haulers to get their input on
proposed Solid Waste Hauler Regulations.
Yard Sale and Spring Clean-up Discussion: Mayor Andersen would be out of town for this
event and asked Council President Walker and Council Member McNamara to be in charge. If
anyone needed a table for the yard sale they could have one each but they would need to put
them back when they were done.
Director Prouse would have two dumpsters placed on the south side of the City Building and one
dumpster at Pioneer Park. Director Prouse or Inspector Eldridge would be on hand. There
would be wood chips for volunteers to spread in the playground area during Spring Clean-up.
Reports
City Office: Clerk Hammond reported thank you notes from the American Karate Do-Shotokai
for use of the building in exchange for providing a Women's Only Self Defense Class.
Planning & Zoning had recommended approval on Luv Em Lots Childcare Conditional Use
Permit (CUP), Rod & Susan Gardner's Amended Plat, and the Patio Home CUP in an R-T Zone.
There was still time to sign up for the Annual Conference hosted by the Association of Idaho
Cities. If anyone was interested they had until Friday to notify Clerk Hammond.
Public Works: Director Prouse reported on the Water Committee. Topics discussed were loans
from the Department of Environmental Quality (DEQ) for improvement projects, rates for billing
on a metered basis, obtaining bids for the water tank rehabilitation, results of the storage tank
leak test (4.5 gallons per minute), meter readings for the month of April, and raising the current
base rate charge for water service.
Loans for improvement through USDA Rural Development require meters. Loans for
improvement through DEQ don't require meters but you are ranked higher on the list if you are
installing meters. Mayor Andersen suggested a bond in May of 2016 which would require a
super majority vote.
The shelter/pergola at Pioneer Park should be completed by May 29, 2015 and the splash pad is
scheduled to open by the first week in June.
Building Department: Inspector Eldridge had four more houses this month and sprinkler
permits were coining in. Ten homes were being constructed in Country Haven and he would
touch base with Rockwell on the park.
The road was patched on 55th East. Council Member Gubler suggested a road penetration fee.
Director Prouse indicated that was doable but would require compaction test results.

Council Report May 2015
1. Update from latest water committee meeting. Topics discussed were loans from DEQ for
improvement projects, rates for billing on a metered basis, obtaining bids for water tank rehab,
results of storage tank leak test ( 4.5 g.p.m. ), meter readings for the month of April, and raising
the current base rate charge for water service.
2. The shelter/pergola at Pioneer park should be completed by the 29'h of May.
3. The splash pad is scheduled to open by the first week of June.
Building Dept. Report for May 19, 2015
We had 4 new single family dwellings this month
We have had a good and early building season with around 50-60 active
Permits at this time. The sprinkler permits have been steady and we
Are staying on top of them. The road has been fixed on 55th with a pavement patch
And they are trying to keep the mud off the roads but due to all the rain it has been hard
