The meeting was called to order by Chairman Ahlers at 8:15 a.m., and a quorum was present at
that time.
1. Introduction
Chairman Ahlers welcomed all and requested attendees to sign in.
2. Acceptance of the October 8, 2014 meeting minutes
Mr. Diemler moved and Ms. Deetz seconded to approve the minutes, as amended
(change wording of “Creek Trial” to “Creek Trail” in Item 3.b.), motion carried.
3. New Business
Chairman Ahlers requested to move Item 3.d) to the front of the agenda as Mr. Staub
was present to speak on the subject.
d) Request to address the Commission on improving the safety of bicyclers in
Jefferson City. (requestor :Karl Staub)

There was discussion among Committee members, staff and Mr. Staub regarding
the lack of public education regarding bicyclists and bicycle signage. Committee members
requested staff to refer this item to the Capitol Area Metropolitan Planning Organization
(CAMPO).
a) Request to designate Creek Trail and Frog Hollow Drive as through roadways
from Edgewood Drive south to the City limits. (Requestor: Staff)
Mr. Smith explained Creek Trail Drive has been extended to connect with Frog
Hollow Drive. This new roadway connection has become the new minor arterial
connections from the unincorporated areas south of Jefferson City. By city code,
designation of a street as a “through roadway” effectively enacts stop control at all
intersecting streets to the roadway, unless further action of the Council modifies the traffic
control. Given the nature of the roadway staff recommends approval of the request.
Mr. Schwartze moved and Mr. Diemler seconded to approve designating Creek
Trail Drive as a “through roadway”, motion carried.
b) Request to reduce speed limit from 30 mph to 20 mph on Ridgeway Drive.

Mr. Smith explained Ridgeway Drive is a residential street functioning as a local or
minor roadway. This type of roadway typically sees primarily residential traffic from the
neighborhood. Currently the speed limit on the roadway is 30 mph. It has been the long
held policy of the city to only designate 20 mph speed limits with school zones and the
downtown business district. Staff resources do not permit a full traffic study of the area
but previous experience leads us to believe the current traffic use would not warrant the
speed reduction. Staff recommends denial of the request.
Mr. Hughes moved and Mr. Schwartze seconded to reduce the speed limit from
30 mph to 20 mph on Ridgeway Drive, motion failed with all voting nay.
c) Request to add a crosswalk at the intersection of Ventura and Truman Blvd.

Ms. Griffin explained in October 2014, staff conducted traffic counts near Ventura
Ave. on West Truman Blvd. The traffic counts indicated an average crossing gap of 8
seconds or less for 10 hours of the day. This available gap is much less than the safe
crossing gap of 18.3 seconds needed at this location (64’ at 3.5’ per second; speed from
the 2009 MUTCD 4E.06.07). Based on this unsafe pedestrian crossing gap, staff does not
recommend marking a crosswalk to encourage pedestrians to cross at this location.
Staff also looked at the pedestrian actuated signal at West Truman Blvd. and West
Truman Pl. - 575’ south of Ventura Ave. It was determined that 4 seconds of additional
time should be given to the pedestrian flashing “Do Not Walk” signal. Additionally, we
were able to add 3 seconds to the “Walk” signal without adversely impacting the
operation of the signal timing. These modifications add up to an additional 7 seconds of
total crossing time. We believe these changes will address the concerns expressed at the
October 8, 2014 meeting.

Ms. Deetz moved and Mr. Kross seconded to add a crosswalk at the intersection
of Ventura and Truman Boulevard, motion failed with all voting nay.
4) Old Business
a) Changes to the Lafayette Street School Zone near JC High School (Britt

Staff request this item be tabled until the next meeting.
5) Other Business
a) January meeting (Britt Smith)
Chairman Ahlers cancelled the January 2015 Committee meeting.
4. Adjourn
A motion to adjourn the meeting was made by Mr. Schwartze, and seconded by Mr.
Towner. Meeting adjourned at 9:07 a.m.
