Motion by Edwards,. 2nd Tinkum. carried. Mayor Leonard reported to the Board that he had Committed $1000.00 to the SWA planning study. He has signed the contract only on the contingency that the Board of Trustees approved this. Reported that the planning Commission had not wanted to join this study, but after much discussuin with the attorney and planning experts, he was advised that it would be the best way to go. Miller made a motion to expand this money to this Swa 4tudy, 2nd Clayton, motion carried, all yoting aye. Betty Wiseman, Public Health Nurse, Expressed gratitude to the Board for the use once a month of the Town Hall, and explained her program for the Fraser Valley. FORM SO C. F. NOECKFL B. 8. L. CJ. RECORD OF PROCEEDINGS 100 Leaves April 4, 1979 page 2 Larry 6mith- land owner in Ptg. asked the Board when a water main would be extended to his property in the Ptg. area, and asked about some problems he had heard about in the subdivision. Smith was told by the iioard that the Town was not responsible to extend the main that Mr. Randall would extend it. Smith advised the board that Randall had said he was going to extend it this,summer. Smith wanted to know if a building permit could be obtaindd without water. The Board felt that no permit should be given until the main was in. Board expalined to 'inith soral of the prob1 that would be taken care of before extention would be started. Mr. Randall needs to improve portions of the bottom road, rishtaway thur Babey property, a samller main needs to be replaced by an Ein main, and a preasure pump at the bottom will need to be replaced by a bigger one at some point. Other land owners were present and joined this conversation. Trustees will take steps to solve these problems and get together with Randall. Clayton made a motion to file with the Clerk and recorder that no building permits would be issued by the town of .uraser on the upper section of Ptg. this area has not been sold, legal discription to follow, 2nd Edwards, all members aye. carried. Clayton made a motion to reopen negitions with Randall concerning the condemnation of the right-a-way in question. Previously Mr. Randall Layyer had approched the board with a proposal tp escrow money for this condemnation, at that time the Board approved it, bit later pulled out of it because this matter was in court and the board felt that they may not be needed at this time. As this is still unresolved the Board will move forward with assistance to get this settled. Motion 2nd by Tinkum. carried. Doucette will proceed with this. An Attorngy representing the owner of Lot 7 block 2 Workshire wanted an easement vacated as they could find no record of any use by a utility. Board told them it was a sewer min easement. If proper set backs could not be accomplished a varience would have to be asked for. Owner to prusue a varience. Tom Waldow was asked to attend this meeting to answer a zoning violation. Mr. Waldow has 2 units in one house. this is not grandfathered in. Waldow told what the zoning was at that area and. Mr. Waldow will take steps to correct this to be in compliance. Mr. Waldow was told he could also ask for a zoning change. Three units only are allowed thru grandfathering. FORM 50 C. F. MOECKEL B. B. L. CO. Municipal Court Report given. Bell was presented to the town for approval thru Ordinance 79. Board wants public input to this numbering system before any dicission will be made. Map to be placed in the postoffice so that the public may comment. A check was presented by Ric Davis in the ammount of 19,0.00. This check is unsufficent. ehaak to be returned an Attorney Belknap to notify his client that 2735.00 must be recieved by Friday or Town will go ahead with Turnoff. Lease on the Backhoe was discussed. Junco Lease was not acceptable to Doucette. Investitating Municipal Leasing 'orp. Mayor to approve contract if it is set up right. Board discussed feelsing form towns people on giving the Rec. District money. Clad Clayton made a motion not to approve funds to the Rec. 1) isteict 2nd TinkumBaker-aye- Clayton- aye, Bickle aye Tinkum aye- Miller, Edwards abstained. Letter recieved from Claus Muhlbauer, has be en forzen for about three month, wants credit on his water bill. Board dicission no credit on service line freezes. Application for re-newal of Crooked Creek Saloon licence. 1st Bickle, 2nd Edwards. Carried, MAYOR
