THE CITY OF RICHMOND, INDIANA, AUGUST 2, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, August 2, 2007, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson and Dian
Lawson. Also attending were City Attorney Walt Chidester, Captain Terry Hopkins,
Community Development Specialist Sharon Palmer, Joyce and Mark McCarty, Mark Thomas,
Mike Shaffer and Nick Bolinger.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that two board members and
legal counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the July 26, 2007 meeting.
Lawson made a motion to approve with a second by Robinson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$770,203.65. She explained that some of the things that made up that total were a payment of
$499,531.62 to the Public Employee Retirement Fund for the Employees and Employers share of
retirement payments and a payment of $185,580.45 made to Milestone for the Rose City
Business Park Road Project. Lawson made a motion to approve with a second by Robinson.
The motion was unanimously passed.
REQUEST
A. Robinson made a request to the board to approve a curb cut at 1326 South 15th Street.
Lawson made a motion to approve with a second by Robinson. The motion was
unanimously passed.
B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a street closing of the 600 block of South 10th Street on August 18,
2007 from 4:00 PM to 8:30 PM for a fundraising benefit for Missing Persons
Organization. Hopkins explained that this is in behalf of the Niqui McCown family.

Lawson made a motion to approve with a second by Robinson. The motion was
unanimously passed.
C. Robinson brought to the board a request that was presented by Pastor Mark Thomas
for the approval of a street closing of the 400 block of North 9th Street for a yard sale
on Saturday, August 4, 2007 from 8:00 AM to 4:00 PM sponsored by Lifegate
Ministries. Pastor Thomas explained to the board that there were several plans for the
monies from this yard sale. One of those plans was to make improvements on the
building that they just bought in that area and also to reach out to the people in that
area. Captain Hopkins told the board the area that he was referring to was in the
Depot District. Lawson made a motion to approve with a second by Robinson. The
motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a street closing of the 300 block of NW 3rd Street on Tuesday,
August 7, 2007 from 4:00 PM to 8:00 PM for the Baxter Neighborhood Association
to host "The Nation Night out Event ". Hopkins explained that is an annual event and
that there are no residential handicap parking spaces in this area that would be
affected by the closing. Lawson made a motion to approve with a second by
Robinson. The motion was unanimously passed.
CHANGE ORDERS
A. Robinson made a request to the board that was submitted by Director of Public Works
and Engineering Greg Stiens for the approval of Change Order No. 3 with Milestone
Contractors LLC for the Hodgin Road Project. This is the final change order and the
cost to the City will be $903.64. Lawson made a motion to approve with a second by
Robinson. The motion was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by City Attorney Walt
Chidester for the approval of Contract No. 77 -2007 between the City and Susan S.
Silberstein for legal services. Ms Silberstein is to fill in for our Assistant City
Attorney Kenyatta Cox who just recently gave birth to a little girl. She will work
three days a week. He explained that Ms Silberstein was the Assistant City Attorney
for the City of Richmond in the 1980's and was also the Assistant City Attorney for
the City of Dayton. Lawson made a motion to approve with a second by Robinson.
The motion was unanimously passed.
BID AWARDS
A. Robinson brought to the board request that was presented by Community
Development Specialist Sharon Palmer to award the bids for the Owner Occupied
Rehab Program. She explained that there were 20 properties that were to benefit
from these bids. There are four different contractors that will be doing different
properties. Joyce McCarty from Star Development explained that the bids are
evaluated by which contractor is the lowest on each property. Hopkins Home

Improvement is to have eight properties with a total of $113,631.81. RE Construction
& Maintenance is to have three properties with a total of $44,960.00. Taylor Home
Center, Inc is to have eight properties with a total of $103,840.00 and Richmond's
Complete Home Improvement is to have one property with a total of $15,000.00.
Lawson made a motion to approve with a second by Robinson. The motion was
unanimously passed.
Robinson made an announcement that the Board of Public Works has received an appeal of a
grievance that was filed by Mike Lawson and the Algamated Transit Union Local Union No.
1474. It refers to section 5 of the grievance procedure of Algamated Transit Union Local 1474
Contract No. 90 -2004. She said that there would be a meeting scheduled on August 16, 2007 at
5:15 PM or soon there after as soon as the Board of Public Works completes the rest of its
agenda for that evening concerning these grievances. Notification will be sent to Mike Lawson
and Algamated Transit Union Local 1474. Dian Lawson let the board know that she was not
related to Mike Lawson so there would be no conflict of interest.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
