Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on August 14, 2017
At Village Hall
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee Larson, Trustee Newton, and Trustee O’Rourke.
Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Doug Kissel,
Wastewater Superintendent; Allen Persons, Public Works Director; Jon Proulx, Planning Director;
Ken Goska, Building Official; and John Konopek, Police Chief. There were approximately 2
persons in the audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
July 24, 2017. Second by Trustee Newton. Voice Vote. All in favor, 0 opposed. Motion carried.

WORKSHOP
1) LOWER DUPAGE RIVER WATERSHED COALITION PRESENTATION
Ms. Jennifer Hammer, The Conservation Foundation, gave a presentation updating the Board on the
Lower DuPage River Watershed Coalition. The Coalition was formed to provide a local, coordinated
effort to address water resource concerns using a science based approach to identify water quality
stressors and develop ecologically and economically sound approaches to restore stream health. The
Village has been a member of the group since it was established about five years ago. Ms. Hammer
reviewed the members of the coalition, mission and objectives, NPDES Permit, coalition activities,
outreach and involvement, winter deicing workshops, Hammel Woods Dam Modification Feasibility
Study, bioassessment monitoring, bioassessment program, dissolved oxygen monitoring, special
conditions language, financial leveraging, and special financial leveraging.
Trustee Lamb asked what they felt are their major accomplishments. Ms. Hammer stated that
working through the special conditions language was a major accomplishment. Mr. Doug Kissel
added that the data collection put together can be used to help dispute old data that the IEPA has, and
also improved communication with the region.
Mayor Collins thanked everyone for the presentation and read the reminders.
Trustee Lamb moved to adjourn. Second by Trustee O’Rourke. Voice Vote. All in favor, 0 opposed.
Motion carried.
The meeting adjourned at 7:50 p.m.
