HomeMy Public PortalAbout201412021 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 CALL TO ORDER The Regular Council Meeting of December 2, 2014, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion for adoption of the agenda as published was made by Councilman Prather, seconded by Councilman Graham, and approved unanimously. MISCELLANEOUS AGENDA ITEMS RS2014-27 Honoring the Helias High School Women’s Volleyball Team for Winning the 2014 Class 3 State Championship (Mihalevich and Ward) A motion was made for adoption of RS2014-27 as presented by Councilman Costales, seconded by Councilman Mihalevich, and approved unanimously. Mayor Struemph presented each team member a City Coin, and presented Coach David Harris a copy of the Resolution as well as City Coins for the team members who were not able to make it to tonight’s meeting. Mayor Struemph and City Council Members congratulated the team for their outstanding achievement. 2014 Kevin Meinhardt Award – Gail Strope announced the winner of this year’s Kevin Meinhardt Award was Mr. Norm Robinson, and provided a narrative of Mr. Robinson’s contribution to the City in the numerous organizations for which he has volunteered his efforts over the years. The late Kevin Meinhardt’s widow, Cindy Meinhardt, and Kevin’s brother, Bob Meinhardt, both presented the award to Mr. Robinson and congratula ted 2 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 him. Mr. Robinson thanked the City for this recognition and urged others to become involved by volunteering their time and talents on Boards and Commissions. PUBLIC HEARINGS (a) Five-year Hearing on Southside TIF Plan and E. Dunklin Street Redevelopment Project Mr. Duane Schreimann, Larry Kolb, and Steve Rollins made a joint report regarding the Southside TIF District and the status of the project’s TIF finances, as follows: 1. Mr. Rollins provided a background of the TIF district, and showed photograph s of the area before and after the improvement projects were implemented. 2. Mr. Kolb explained what the plans were for the future of the district, including an amendment to the district and plan which would be brought befo re the Council at a later date. 3. Mr. Schreimann explained the legal steps which will be taken in order to bring the issue back before the TIF Commission and request the amendments mentioned by Mr. Kolb. At the conclusion of the presentation, each presenter answered questions asked by the Mayor and City Council. No one came forward to speak on the issue of the Southside TIF, either in favor of, or opposition to, the testimony presented to the Council. Mayor Struemph declared the evidentiary portion of the public hearing concluded. APPOINTMENTS BY THE MAYOR There were no appointments presented for approval at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Multipurpose Building – Parks, Recreation, and Forestry Director Bill Lockwood made a status report on the issue of discussions with Lincoln University for a multipurpose building in partnership with LU and answered numerous questions asked by the City Council. He stated that a joint meeting of the Council and Parks and Recreation Commission will be held on Friday, December 5, at which the Council will be provided with more information from himself, Dr. Rome, and the architect. 3 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 LAGERS – Gail Strope and Mr. Bob Wilson of LAGERS made a presentation regarding LAGERS, the City’s employee retirement benefit program. A LAGE RS-produced video was shown which highlighted a City of Jefferson employee, Joe Schulte. Mr. Wilson then made brief comments and thanked the City for their contribution to the program which, he stated, is the reason the program so successful. ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF Parks, Recreation, and Forestry Department Director Bill Lockwood announced that the Mayor’s Christmas Tree Lighting Event will be held on Thursday night, December 4, at the Rotary Centennial Park on Bolivar Street. He stated the public was invited to attend. Mayor Struemph announced that this weekend would feature Downtown Jefferson City’s annual holiday events, beginning with Living Windows on Friday evening, December 5, and Saturday afternoon’s Christmas parade at 4:30 P.M. He invited the public to attend these events. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. CONSENT AGENDA Mayor Struemph stated that the following items were presented to the Cou ncil for their approval by consent at this time: a. Minutes of City Council Meetings: November 17, 2014 b. Approving Change Order No. 1 with SAK for Sewer Rehabilitation – Basin 12 (31120) A motion was made by Councilman Costales to approve the Consent Agenda as presented, seconded by Councilman Hussey, and approved unanimously. BILLS INTRODUCED 2014-96, sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE FINAL SUBDIVISION PLAT OF RIDGECREST SUBDIVISION, SECTION ONE, A SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI. 4 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 2014-97, sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 0.75 ACRES FROM PUD PLANNED UNIT DEVEOPMENT TO C-2 GENERAL COMMERCIAL, FOR LAND ADRESSED AS 620 WEST MCCARTY STREET, DESCRIBED AS PART OF INLOTS 424, 425, 426, AND 427, JEFFERSON CITY, COLE COUNTY, MISSOURI. Councilman Graham requested that Bill 2014-89 remain on the Informal Calendar at this time. 2014-92, sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE CITY OF ST. MARTINS FOR THE PROVISION OF WASTEWATER SERVICE. Councilman Scrivner requested that Bill 2014-92 be removed from the Informal Calendar at this time and placed on third reading and final passage. Bill 2014-89 was read third time by title and placed on final passage. Councilman Scrivner made a motion to accept the substitute contract as the attachment to Bill 6 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 2014-89 previously distributed to the Council, seconded by Councilwoman Ward, and approved unanimously. Following discussion, and a question and answer period, Bill 2014 -89 was then passed, with substitute attachment, by the following roll-call vote as Ordinance 15349: Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None RESOLUTIONS RS2014-27 was taken up earlier in the meeting. RS2014-28 – A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE ASSISTANCE TO FIREFIGHTERS GRANT A motion was made by Councilman Branch for adoption of Resolution RS2014-28 as presented, seconded by Councilman Costales, and approved unanimously by the following roll-call vote: Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Leonard Steinman made a presentation regarding citizens who would be staging a protest in the City over the weekend and urged citizens to be courteous to them. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS There was no new business brought forward. 7 REGULAR COUNCIL MEETING, DECEMBER 2, 2014 UNFINISHED BUSINESS There was no unfinished business at this time. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Prather to approve the November 17, 2014, Closed Session Minutes as presented, seconded by Councilman Bray, and approved unanimously by the following roll-call vote: Aye: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Scrivner, and Ward Nay: None GO INTO CLOSED SESSION Mayor Struemph stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion at this time to go into Closed Session to discuss the following: a. Legal Actions [Sec. 610.021.(1)] A motion was made by Councilman Mihalevich, seconded by Councilman Bray, to go into Closed Session for the above stated reason, and approved unanimously by the following roll-call vote at 7:20 P.M.
