HomeMy Public PortalAbout20141205special1 SPECIAL JOINT COUNCIL / PARKS & RECREATION COMMISSION MEETING, DECEMBER 5, 2014 CALL TO ORDER The Special Joint City Council / Parks & Recreation Commission Meeting of December 5, 2014, was convened at 7:38 A.M. Mayor Eric Struemph asked for called for roll-call of the City Council. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Bray, Graham, Hussey, Mihalevich, and Scrivner Absent: Costales, *Henry, Prather, and Ward A quorum was declared present. PRESENTATION OF PROGRESS REPORT Parks, Recreation & Forestry Department Director Bill Lockwood introduced Dr. Kevin Rome, President of Lincoln University, who made opening remarks. Dr. Rome then turned the floor over to Cary Gampher of Architects Alliance. Mr. Gampher made a detailed presentation of the project design presentation as initially drafted on September 11, 2014, which had been modified numerous times until the date of this meeting. The various concepts included various layouts, configurations, locations, and with or without an indoor track. At the conclusion of his presentation, Mr. Gampher stated that the estimated cost for the project would range from $10 million to $12 million based on which of the configurations were selected. *Councilman Henry arrived during this presentation (7:43 A.M.) FEEDBACK AND DISCUSSION BY CITY COUNCIL Following Mr. Gampher’s presentation, he answered numerous questions asked by the Parks & Recreation Commission and City Council Members. Mayor Struemph asked for Mr. Lockwood and Lincoln staff to let the Council know exactly what they need to allow the Council to make a decision regarding funding the 2 SPECIAL JOINT COUNCIL / PARKS & RECREATION COMMISSION MEETING, DECEMBER 5, 2014 project, and asked Dr. Rome for the deadline to have a decision made. Dr. Rome stated that Lincoln needs to have the project started no later than the end of this year. He agreed with Mayor Struemph that it would be a good idea to include Diane Gillespie from the CVB and Randy Allen from the Chamber of Commerce in future discussions and decisions if the project developed into one involving economic development and tourism. ADJOURNMENT A motion for adjournment of the City Council meeting was made by Councilman Bray, seconded by Councilman Graham, and approved unanimously at 8:36 A.M.
