1. Call to order, roll call, and determination of a quorum
Chairman Hoelscher called the meeting to order at 8:35 a.m. and asked Ms. Stratman to call roll.
A quorum was present with 9 of 11 members or their designee present.

No comments were received.
3. Adoption of the agenda as printed or amended
Mr. Hussey moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed
unanimously.

5. New Business
Mr. Sanders explained that Transportation Alternatives Program (TAP) funds are available to
develop a variety of project types located in both rural and urban communities to create safe,
accessible, attractive, and environmentally -sensitive communities where people want to live, work,
and recreate. He stated that the Traffic Engineering Assistance Program (TEAP) allows local public
agencies to receive engineering assistance for studying traffic engineering problems. Typical traffic
engineering related projects include: corridor safety and/or operational analysis, intersection(s)
safety and/or operational analysis, speed limit review, sign inventory, pedestrian/bike route
analysis, parking issues, and other traffic studies.
A. Transportation Alternative Program Grant Applications
Presentations by Project Sponsors
City of Halts Summit
1. North Summit Drive Sidewalk — Simon Boulevard to Venus Street
Mr. Crane explained that sidewalks will be constructed on North Summit Drive from Simon
Boulevard to Venus Street. He stated that Holts Summit has an area of disadvantaged citizens and
children along N. Summit Drive. Mr. Crane explained that it is not uncommon for children that live in
this area to walk in yards along Summit Drive to get home from school. He stated that the City of
Holts Summit has applied for previous grant funds to connect this area of mobile and duplex homes
on North Summit Drive to South Elementary school to make the lives of these students easier and
safer. Mr. Crane explained that this project is the final phase of sidewalks to make this connection.
2. South Summit Drive Sidewalk — Perrey Drive to Ellsworth Street
Mr. Crane explained that sidewalks will be constructed on South Summit Drive from Perrey Drive
to Ellsworth Street. He stated that this project will connect City Hall, a City park, the post office, and
higher traffic retail of the central business district.
City of Jefferson
1. Waybnding Signage Implementation
Mr. Bange explained that the Wayfinding signage plan will focus on the Jefferson City downtown
area, more specifically east of US54, north of US50 and west and including the Lafayette Street
corridor. He stated that it will eventually branch out to other areas within the CAMPO area. Mr.
Bange explained that signage will include directional signage, identification signage, and identity
orientation signs. He stated that this project will implement signage for pedestrians and bicycles, as
well as, direct vehicles, to various locations and destinations.
2. Capitol Avenue Streetscape and Sidewalk/Beautification Improvements
Mr. Bange explained that the project location is on Capitol Avenue from Monroe to Lafayette
Street. He stated that focus of this project is to improve the pedestrian quality in this area and to
connect the downtown area to the Missouri State Penitentiary. Mr. Bange stated that the sidewalks
are dilapidated and no longer meet ADA requirements. He stated that the improvements include
narrower through lanes and a concrete pavement parking lane similar to what currently exists on
Capitol Avenue to the east of this project area. Mr. Bange explained that shared bicycle lanes
would be extended onto Capitol Avenue.
3. Madison Street Traffic Calming and Streetscape Improvements
Mr. Bange explained that the project location is on the southern end of Madison Street where
existing traffic from US54 transitions directly onto Madison Street at a high rate of speed without
any traffic control, other than a reduced speed limit sign. He stated that this creates a safety issue
for pedestrians on the sidewalk and bicyclists on the roadway along Madison Street and
pedestrians attempting to cross Madison Street. Mr. Bange explained that raised crosswalks are
proposed on the southern and northern ends of the project area.

Prosect Selection
Completed ballots were collected; Mr. Sanders tallied them, and announced the votes:
• Holts Summit, North Summit Drive Sidewalks from Simon Boulevard to Venus Street — a
score of 19;
• Holts Summit, South Summit Drive Sidewalks from Perrey Drive to Ellsworth Street — a
score of 34;
• City of Jefferson, Wayfinding Signage Implementation Plan — a score of 19;
• City of Jefferson, Capitol Avenue Streetscape and Sidewalk/Beautification Improvements
— a score of 20; and
• City of Jefferson, Madison Street Traffic Calming and Streetscape Improvements — a
score of 28.
Mr. Sanders clarified that the lower the score, the higher the priority.
Mr. Hoelscher announced that there was a tie between City of Holts Summit North Summit Drive
Sidewalk project and the City of Jefferson Wayfinding Signage Implementation Plan.
Ms. Jones, MoDOT, explained that it is acceptable to convey two top projects to the selection
committee.
Mr. Hussey moved and Ms. McMillan seconded to select the North Summit Drive Sidewalk
Project from Simon Boulevard to Venus Street and the Wayfinding Signage Implementation Plan.
The motion passed unanimously, with Mr. Engelbrecht abstaining.
B. Transportation Engineering Assistance Program Grant Applications

City of St. Martins
1. St. Martins Business 50 West StudentlPedestrian/Bicyclist Safety and Traffic Flow
Maximization.
Mr. Todd Kempker, Bartlett and West, explained that the project is located on Business 50 West
from Rainbow Drive to Henwick Lane. He stated that the engineering study will assess needs and
make recommendations necessary for long-term planning by the City of St. Martins on Business
Highway 50.
City of Holts Summit
1. Provide traffic counts at various locations
Mr. Crane explained that the proposed project is to provide traffic counts in at least 12 locations
inside the City of.Holts Summit. He stated that the data will be taken at minor and major collectors
inside the City. Mr. Crane explained that the main points of interest are the major collectors inside
the core of the city that feed into Highway 54 and the roadways leading into town from the outskirts.
City of Jefferson
1. Provide analysis to determine the need for traffic signals/additional pedestrian
accommodations at Jackson and Dunklin Streets.
Mr. Bange explained that there is an office building at the northwest corner of the intersection and
a parking lot leading to a number of pedestrians crossing Jackson Street at the intersection with
Dunklin Street. He stated that it has been suggested that the intersection could warrant additional
traffic control. Mr. Bange explained that currently there are stop signs on Jackson Street while
Dunklin Street is a free movement.

2. Provide analysis to determine the need for a traffic signal at Industrial and Jaycee Drive
Mr. Bange explained that the intersection is served by an existing span wire traffic signal which
was installed to accommodate traffic during construction on an adjoining section of roadway. He
stated that at the end of the construction the signal was not removed. Mr. Bange explained that the
signal is in need of repair, but prior to repairing the signal we would like to verify that the signal is
justified. He stated that we would like to analyze this intersection to determine if it meets any of the
traffic signal warrants. If not we would look into the removal of the signal. If it does meet traffic
signal warrants than we will look at making improvements to the existing signal.
Project Selection
Completed ballots were collected; Mr. Sanders tallied them, and announced the votes:
• City of St. Martins, provide solutions to address pedestrian/bicyclist safety on Business
50 West — a score of 16;
• City of Jefferson, provide analysis to determine the need for traffic signals/additional
pedestrian accommodations at Jackson and Dunklin Streets — a score of 18;
• City of Holts Summit, provide traffic counts at various locations — a score of 23; and
• City of Jefferson, provide analysis to determine need for traffic signal at Industrial and
Jaycee Drive — a score of 23.
Mr. Sanders clarified that the lower the score, the higher the priority.
Mr. Hoelscher explained that the next step is to select the project. He stated that the project that
received the most votes is the City of St. Martins project to provide solutions to address
pedestrian/bicyclist safety on Business 50 West.
Mr. Hussey moved and Ms. McMillan seconded to select the City of St. Martins project to provide
solutions to address pedestrian/bicyclist safety on Business 50 West. The motion passed
unanimously, with Mr. Engelbrecht abstaining.
6. Adjournment
Ms. McMillan moved and Mr. Mihalevich seconded to adjourn the meeting at 9:20 a.m.
