The addition and/or modification of the aforementioned structure would have required written authorization to complete the work. A review of Departmental files did not find any authorizations for such activity, however, a Letter of Permission was issued on October 2016 following Hurricane Matthew that allowed you repair the existing structure. That authorization did not authorize the addition of a floating dock and gangway. Please provide a copy of any authorizations that authorized this activity no later than December 1, 2017. As previously discussed with Ms. Ridley (copied here) replacement of the walkway & hand rails as well as any maintenance to the fixed deck and cover are authorized under this emergency authorization. Please note that any changes to the footprint of the existing structure will still need a Coastal Marshlands Protection Act Permit. Additionally, Please note that the replacement of the fence that ran along the southern property line is not included in this authorization. We are saddened to hear that your private dock facility has sustained damage. If you can send us photos of the damage sustained to the structure, any photos of the structure before it was damaged, and any permit documents you have I would greatly appreciate it as they will help facilitate documentation associated with reconstruction efforts. This serves as your emergency authorization to rebuild your private dock facility (owner of record is George H. Spirides) at #5 & #7 Alley 3 Oceanfront & 15th street, Tybee Island, Georgia 31328. This authorization is limited to repair/replacement of the structure in its original location and in its original size and configuration. It is a requirement to call or e-mail me with the name of your contractor, if one is used, and call or e-mail me when repairs are complete. Construction should be complete or the work should be under contract within 6 months of today's date. Please contact us if this presents a burden for you. Hurricane Matthew — Reconstruction Conditions for Dock Facilities: 1. All equipment used for the construction or maintenance of any portion of the Dock Facility must be operated from construction mats laid in a single file immediately adjacent to the portion in question and from one side only. All Best Management Practices (BMPs) should be used to prevent any erosion and sedimentation at the site. 2. No construction materials or debris may be placed, disposed of, or stored in jurisdictional areas. Any incidental impacts associated with construction maintenance of the Dock Facility may be required to be rectified, with proper coordination with the Department, by fully restoring impacted areas to their pre - construction topographic and vegetative states. 3. Manatee awareness signage must be installed during construction and maintenance work on the facility. 4. All in -water construction activities shall cease upon sighting of a manatee within 50 feet of any work in the marsh or open waters. Construction activities shall not resume until the manatee has not been observed within 50 feet of the project area for 30 minutes. 5. All vessels associated with the project construction will operate at "no wake/idle" speeds at all times in the project area. All construction vessels will follow routes of deep water whenever possible. 6. Extreme care will betaken in lowering materials below the water surface and/or water bottom. Equipment material include but limited to: piles; sheet piles; casings for drill shaft construction; spuds; pile templates; and anchors. All such equipment/material shall be lowered as slow as possible to avoid injury to any manatee that may have entered the project site undetected. 7. In the event of injury to or mortality of a manatee in the project area please immediately notify the Georgia Department of Natural Resources at 912-264-7218 on weekdays or 1-800-241-4113 on nights and weekends. Should you wish to construct anything other than what is shown on these drawings, you must submit a new application. Applications can be found on the Department's webpage under the "Marsh and Shore Permits" tab (http://coastaigadnr.org/). New applications for alternative locations, sizes or configurations will not be processed until after we have addressed emergency situations. Requests for emergency approvals to reconstruct dock to their permitted configurations are currently being accepted through November 2nd. Please retain a copy of this document for your files.
