IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Robyn Walker, Council Member Rob Geray, Council Member Dan Gubler, Public Works Director Zech Prouse, Building Inspector Allen Eldridge, Police Chief Matt Lurker, Treasurer Amy Sullivan and City Clerk Julie Hammond. ABSENT: Council Member Kathy McNamara, and Animal Control Officer Kayla Key. VISITORS: Amanda Eli, SueAnn Dabell, Trent Dabell, and Brian Stutzman. Targhee Regional Public Transportation Authority (TRPTA): Amanda Eli of TRPTA explained their grant programs and service to Iona from October 1, 2014 to June 12, 2015. Iona had 66 one way trips and two trips on the demand run. Ms. Eli brought Rider Guides and Fixed Routes/Demand Response Brochures. She explained that TRPTA was trying to enhance their services and thought Iona may be better served by a Rexburg route. A pilot program would be ready to roll October 1, 2015. Another program offered was Seniors Ride Free (60 and older). Fees for an on demand pickup were $30 and $6 for a scheduled pickup one-way. Funds provided by cities can go towards lowering the cost of trips or increasing the number of routes. She asked Iona for their annual support of $1,500. Council Member Geray suggested their fees and pickup/drop off times were crippling the service. Ms. Eli explained gas, maintenance, labor, and special equipment were driving forces for fees. Council President Walker suggested changing the pickup/drop off location from 6-12 to the Iona City Building, Iona Library, or the Iona Post Office. Visitor, Brian Stutzman, didn't think this was a good use of tax payer dollars. He attended a meeting two years ago where TRPTA promised things that never happened. He indicated that Uber, Inc. was a lot less expensive and suggested Iona spend their money on vouchers for private sector taxis or ride shares. Ms. Eli pointed out that Uber, Inc., taxis, or ride shares do not have to meet Americans with Disabilities Act (ADA) requirements and that TRPTA is currently under different management. Mayor Andersen thanked Ms. Eli and would let her know of Council's decision. Recreation Department Discussion: Trent and SueAnn Dabell reported that they would no longer be able to run the recreation program after this baseball season. The program has become too big to run from their home and they are losing quality family time. They suggested hiring a part-time person or seasonal person. The program could possibly support a full-time person if other programs and responsibilities were added to the position. Mayor Andersen and Treasurer Sullivan would review the numbers for next month's preliminary budget. Council thanked the Dabell's for their amazing job and effort put into the program. Tax Disparity Special Meeting Reminder — June 17, 2015: Everyone was reminded of the Special Tax Disparity Meeting on June 17, 2015 at 7:00 p.m. Council Member Geray would recap the letter sent to Senators on October 21, 2014 and have the group begin superficial brainstorming on where we go from here. Solid Waste Special Meeting Reminder — June 18, 2015: The meeting would be held on June 18, 2015 at 6:00 p.m. Local Waste Haulers had been invited for their input on a Solid Waste Regulations Ordinance for the City. Yard Sale/Spring Clean-up Reminder — June 20, 2015: Council President Walker, Council Member McNamara, and Inspector Eldridge would be in charge of the Yard Sale/Spring Clean- up. PERSI Employer Group Voluntary Life Insurance Plan: Everyone was presented with a Group Decreasing Term Life Insurance proposal. The premiums would come directly from the insured party at $16 per month. Treasurer Sullivan would find out if a participating PERSI Member becomes inactive if they could still contribute to the term life insurance. Westmark CD: The City's current CD matures in December and has earned a little over $1,000. Treasurer Sullivan presented a 13 Month CD with interest at 1.1 %. Council Member Gubler indicated that this was not the City's money to invest but to protect. Mayor Andersen would let her know Council's decision.
