GREENCASTLE COMMON COUNCIL
Special Session
July 18, 1995
The Greencastle Common Council met in special session on Tuesday, July 18, 1995, at
5:08 pm at the Street Department Facility. On the Roll Call, the following were found to be
present: Councilor Miles, Councilor Roach and Councilor Rokicki. Councilor Murray is
absent. Councilor Calbert is known to be detained but is expected to arrive during the meeting.
Also present were Mayor Mike Harmless and City Attorney John Zemer.
There were no Public Petitions or Comments.
Ordinance 1995 -12, An Ordinance Approving a New Schedule of Water Rates and
Charges (An Ordinance Amending Ordinance 1995 -8), Mayor Harmless read the title only.
A motion by Councilor Rokicki, seconded by Councilor Roach, was passed on final reading on
an aye unanimous vote of members present. The question of implementation schedule was
raised. City Attorney Zeiner said that the new rates maybe applied as soon as final iURC
approval is given: that is expected at the hearing scheduled for tomorrow. It was pointed out
that for fairness to customers, it will be implemented at the start of the next meter - reading cycle
most likely, early August. In that case, the first customer bills reflecting the new rates will go
out in mid - September.
Ordinance 1995 -14, An Ordinance Fixing the Salaries of Elected Officials of the City
of Greencastle for the Year 1996 was read in its entirety by Mayor Harmless. It was noted that
the ordinance is introduced on first reading now as part of the city's budgeting process and will
come to the Council on final reading in December. A motion by Councilor Rokicki, seconded
by Councilor Miles, was passed on first reading on an aye unanimous vote of members present.
The potentially dangerous traffic situation at the intersection of East Berry and South
Bloominmon Streets was discussed. Motorists need to be educated regarding the new "No Turn
on Red" restrictions. Police Chief Hanlon, City Engineer Barnes and Street Commissioner
Wright will study the situation further.
Ordinance 1995 -1 1. An Amended and Restated Ordinance Authorizing the Issuance
of Waterworks Revenue Bonds, Etc. (An Ordinance Amending Ordinance 1995 -9), was pre-
sented. Mayor Harmless read the title only. A motion by Councilor Rokicki, seconded by
Councilor Roach, was Wised on final readin on an aye unanimous vote of members present.
Ordinance 1995 -13, An Ordinance Establishing the Size Departments of City
Government..., Fixing Salaries for the Employees of Such 'Departments and Fixing the
Salaries of Certain Other Appointed Officials for the Year 1996, was presented. At this time
(5:45 pm) Councilor Calbert arrived. Mayor Harmless briefly brought Councilor Calbert up -to-
date on the meeting. The mayor then read Ordinance 1995 -13 in it entirety, commenting on
• changes from last year's corresponding ordinance as he went along.
Councilor Roach commented that the need for a City Planner has been known for a long
time, but also expressed his concern that an additional firefighter is also needed. To that end he
moved to amend SECTION THREE of Ordinance 1995 - U to read "That the Fire Department
shail consist of thirteen (G) fuil..time members." and that the number of level "P2 Firefighter"
" p o s i t i o n s a u t h o r i z e d b e i n c r e a s e d f r o m "
