A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AWARDING A
PROFESSIONAL SERVICES AGREEMENT WITH WILLDAN
ENGINEERING, IN THE NOT TO EXCEED AMONT OF $250,000 IN
ARPA FUNDING FOR CODE ENFORCEMENT SUPPLEMENTAL
SERVICES
WHEREAS, the City Council of the City of Lynwood approved the Lynwood
Economic & Community Enhancement Plan February. 1, 2022; and
WHEREAS, staff identified several citywide projects that were not included in the
Lynwood Economic & Community Enhancement Plan that required amendments to
ensure proper funding levels ; and
WHEREAS, On August 16, 2022, the Lynwood City Council approved budget
adjustments to amend the overall recovery plan to address needed services in various
areas of the city such as maintenance and code enforcement; and
WHEREAS, on October 5, 2022, the City issued a Request for Proposal (RFP)
on the City's website (PlanetBids) seeking qualified professional services to assist with
supplemental code enforcement services; and
WHEREAS, the City received one (1) proposal; and
WHEREAS, after careful consideration of the proposal, including but not limited
to; response to the RFP requirements, firm's history and ability to provide services,
proposed staff qualifications, and proposed fee, staff believes that the contract should be
awarded to Willdan Engineering in a not to exceed amount of $250,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood finds and declares that the
foregoing recitals are true and correct, and incorporates said recitals fully into this
Resolution as substantive findings.
Section 2. The City Council of the City of Lynwood authorizes the Mayor to execute a
Professional Services Agreement (Exhibit "A") with Willdan Engineering, in a form
approved by the City Attorney, for supplemental code enforcement services, in a not to
exceed amount of $250,000.
Section 3. The City Council of the City of Lynwood authorizes the approval of an
appropriation and the use of $250,000 ARPA funds for supplemental services as follows:

Section 4. The Mayor is authorized to execute the professional services agreement for
and on behalf of the City of Lynwood. The Mayor is also authorized to execute the
Resolution for and on behalf of the City of Lynwood.
Section 5. The City Clerk shall certify to the adoption of this Resolution and hereafter
the same shall be in full force and effect.
