A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE MEASURE R FUNDING AGREEMENT WITH THE LOS
ANGELES COUNTY METROPOLITAN TRANSPORTATION
AUTHORITY ("LACMTA") FOR THE IMPERIAL HIGHWAY CAPACITY
ENHANCEMENTS PROJECT FOR THE AMOUNT OF $2,626,537.39;
AND AUTHORIZING THE APPROPRATION FOR THE PROJECT
WHEREAS, Measure R is funded with 1/2 -cent sales tax revenues that Los
Angeles County voters approved in November 2008 to meet the transportation needs of
Los Angeles County; and
WHEREAS, In FY 2021-22 the City Council approved the 5 Year CIP Plan which
included Imperial Highway Corridor Capacity Enhancements Project 4011.68.106; and
WHEREAS, The Imperial Highway Capacity Enhancements Project is a
component of the Traffic Signal Modifications Project; and
WHEREAS, staff has submitted an application for the grant funding for the
construction of the Imperial Highway Capacity Enhancements Project; and
WHEREAS, this Funding Agreement ("FA") is made and entered into effective as
of December 30, 2022,("Effective Date"), and is by and between the Los Angeles County
Metropolitan Transportation Authority ("LACMTA") and City of Lynwood ("GRANTEE") for
Imperial Highway Capacity Enhancements Project, LACMTA Project ID# MR306.59 and
FTIP# LA9918793, (the "Project"); and
WHEREAS, the Funds are currently programmed as follows: $1,026,237.39 in
Measure R Funds in FY 2021-22; and $1,600,000 in Measure R Funds in FY 2022-23.
The total designated for Construction of the Project is $2,626,537.39; and
WHEREAS, funding of this project will support and expand the approved Capital
Improvement Project Imperial Highway Corridor Capacity Enhancements Project
4011.68.106; and
WHEREAS, staff is requesting to appropriate the Measure R funding of
$2,626,537.39 to Imperial Highway Corridor Capacity Enhancements Project CIP
4011.68.106.62015.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution.

Section 2. The City Council approves the Measure R Funding Agreement with
Los Angeles County Metropolitan Transportation Authority for the Imperial Highway
Capacity Enhancements Project for the amount of $2,626,537.39; and
Section 3. The City Council approves the appropriation of the Measure R
Funding Agreement of $2,626,537.39 to the Imperial Highway Corridor Capacity
Enhancements Project CIP 4011.68.106.62015 to complete the construction of the
project for the 11 (eleven) existing intersections to improve their operation, as stated in
the agreement documents.
Section 4. The Mayor is authorized to execute the Measure R Funding
Agreement for and on behalf of the City of Lynwood. The Mayor is also authorized to
execute this Resolution for and on behalf of the City of Lynwood.
Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
