A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
REJECTING ALL BIDS FOR THE CITYWIDE SLURRY SEAL (PHASE 3)
PROJECT FY 2022-2023.
WHEREAS, the City of Lynwood has implemented a citywide slurry seal program
in four phases; and
WHEREAS, CITYWIDE SLURRY SEAL (PHASE 3) PROJECT FY 2022-2023
("Project") encompasses the following street segments of 1.) Imperial Hwy from Fernwood
Ave to Bellinger St, 2.) Imperial Hwy from Bellinger St to State St, 3.) Imperial Hwy from
State St to Peach St, 4.) Imperial Hwy from Peach St to Long Beach Blvd, 5.) Imperial
Hwy from Long Beach Blvd to California Ave, 6.) Imperial Hwy from California to Birch St,
7.) Imperial Hwy from Birch St to Los Flores Blvd, 8.) Imperial Hwy from Los Flores Blvd
to MLK Jr Blvd, 9.) Imperial Hwy from MLK Jr Blvd to Stockwell Dr, 10.) Harriet Tubman
Way from Bullis Rd to Ernestine St, 11.) Hulme Ave from Lyndora St to Ira St, 12.) Hulme
Ave from Shirley Ave to MLK Jr Blvd, 13.) Le Sage St from Stockwell Dr to Benwell Dr,
14.) Le Sage St from Benwell Dr to Carson Dr, 15.) Lewis Rd from Abbott Rd to Imperial
Hwy, 16.) Lilita St from Carson Dr to Bullis Rd, 17.) Linden St from Imperial Hwy to Los
Flores Blvd, 18.) Linden St from MLK Jr Blvd to Walnut Ave, 19.) Lorrain St from 108th St
to 109th St, 20.) Lorrain St from 109th St to 110th St, 21.) Lorrain St from 108th St to
E.O.P, 22.) Lorrain St from 112th St to Fernwood Ave, 23.) Los Flores Blvd from State St
to Peach St, 24.) Mulford Ave from Long Beach Blvd to California Ave, 25.) Mulford Ave
from California Ave to Birch St, 26.) Norton Ave from Bellinger St to Capistrano Ave, 27.)
Norton Ave from Capistrano Ave to San Jose Ave, 28.) Norton Ave from San Jose Ave to
Osgood Ave, 29.) Norton Ave from Osgood Ave to State St, 30.) Norton Ave from State
St to Barlow Ave, 31.) Norton Ave from Barlow Ave to Peach St, 32.) Norton Ave from
Peach St to Long Beach Blvd, 33.) Osgood Ave from MLK Jr. Blvd to Norton Ave, 34.)
Penn St from Los Flores Blvd to Fernwood Ave, 35.) Pluma St from Barlow Ave to Long
Beach Blvd, 36.) Rosewood Ave from Alley to Abbott Rd, 37.) Shirley Ave from Elm Ave
to Linden St; and
WHEREAS, the Project consists of but is not limited to pavement,slurnp seal,
including pavement cold milling and overlay at locations; and
WHEREAS, on August 16, 2022, the Notice Inviting Bids for the Project was
advertised on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place on the PlanetBids platform on September
7, 2022, at 10:00 A.M.; and
WHEREAS, staff received four (4) bid proposals; and
WHEREAS, Pavement Coatings Co. is the lowest responsible bidder; and

WHEREAS, the City does not have sufficient funding for this fiscal year (FY2022-
2023) to award the project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. The City Council of the City of Lynwood authorizes approval of
rejection of all bids received on September 7, 2022; and re -advertise and publish Notice of
Inviting Bids in FY 2023-2024.
Section 3. Authorize the Mayor to execute the Resolution for and on behalf of the
City of Lynwood.
Section 4. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
Section 5. The City Clerk shall certify to the adoption of this Resolution and
hereafter the same shall be in full force and effect.
