Regular Session
August 8, 1995
The Greencastle Common Council met in regular session on Tuesday. august S. 1995 at
Tzouanakis Intermediate School. The meeting was called to order at 1:30 pm. On the call of the
roll the following members were found to be present: Councilor J. D. Calben. Councilor Charles
Miles. Councilor Sue Murray. and Councilor Mike Rokicki. Also present •were Mavor Mike
Harmless, City Engineer Chris Barnes and City Attornev John Zeiner.
There were no Public Petitions or Comments.
• At this point ( 1 7:32 pm) Councilor Tom Roach arrived.
Approval of Minutes:
On an ave unanimous vote, minutes of the Juiv I I th regular session were approved.
Department Reports:
A written report from Parks and Recreation was received, since Director Curt Cooley is on
dury at the park. Mayor Harmless gave the Sewage Works report since Supervisor Charlene Nichols
is unable to attend. All other monthly reports were presented in person by the Department Heads.
General Business:
Building Commissioner Bill Lawrence discussed the continuing problem of unsafe housing
at a few locations in the city. He highlighted four typical situations: Trash nuisance at rental
property; actual unsafe structures (abandoned buildings, etc.); the trailer park on S. Indiana, the 19
Berry Street situation.
At this point (8:00) afire call was received: Councilor Roach and some department heads
left the meeting to respond.
Councilor Rokicki presented to council several additional habitual housing problems. This
• brought the list to nine. Mavor Harmless commented that these nine situations "need to be taken
to closure." He also noted that he had recently spoken to an official of High Point Oil and given
