HomeMy Public PortalAbout19791114CCMeeting1 1 1 4 Tybee Island, Georgia November 14, 1979 Prior to the regular meeting of the Tybee Island City Council a Youth Council sponsored by the Tybee Island Optimist Club was convened. A Proclamation was read by Councilman William C. Fleetwood as follows: TO ALL THE CITIZENS OF TYBEE ISLAND, GEORGIA: KNOW YE: THAT THE TYBEE ISLAND OPTIMIST CLUB, IN CONJUNCTION WITH ITS NATIONAL ORGANIZATION, EACH YEAR SPONSORS AND ENDORSES YOUTH WEEK WHICH IS CELEBRATED IN THE CITY OF TYBEE ISLAND BY THE ELECTION OF A YOUTH COUNCIL AND VARIOUS OTHER YOUTH- ORIENTED ACTIVITIES WHICH ARE DESIGNED TO INFORM, EDUCATE AND ENTERTAIN THE YOUTH OF OUR CITY; THAT THE MAYOR AND COUNCIL OF THE CITY OF TYBEE ISLAND DO HEREBY ENDORSE AND AFFIRM THESE ACTIONS OF THE TYBEE ISLAND OPTIMIST CLUB AND DO INVITE THE YOUTH COUNCIL TO PARTICIPATE IN A REGULAR COUNCIL MEETING ON THE AFTERNOON OF NOVEMBER 14, 1979; THAT THE MAYOR AND COUNCIL DO HEARTILY APPROVE OF THE CELEBRATION OF YOUTH WEEK AS PROMOTED AND ENCOURAGED BY THE TYBEE ISLAND OPTIMIST CLUB; THEREFORE: THE MAYOR AND COUNCIL OF THE CITY OF TYBEE ISLAND DO HEREBY DECLARE THAT THE WEEK OF NOVEMBER LEVENTH THROUGH NOVEMBER SEVENTEENTH BE DEVOTED TO THE YOUTH OF TYBEE ISLAND AND DO HEREBY INVITE ALL THE GOOD PEOPLE OF TYBEE ISLAND TO JOIN WITH THE OPTIMIST CLUB IN CELEBRATING THIS WEEK IN HONOR OF OUR YOUTH. The following City officials were elected and served during the Youth Council: from St. Michaels School: Kathy Powers - Mayor, Melissa Anderson - City Attorney, Arnie Seyden - Councilman, Clifford Brownfield - Councilman and Robbie McAlpin, Councilman; from Tybee Elementary School: Councilpersons Tana Brown, Alysa Waldrop and Len Robbins; Clerk of Council - Fiona Robinson and Chief of Police - Cory Fleming. The Youth Council debated the following question: "Do you think additional recreation facilities and programs are needed for the young people of Tybee Island? If you were an adult what could you do to provide these benefits for your children? What can your City Council do to promote better recreation ?" There was a thirty minute discussion during which many excellent comments were offered, after which a vote was taken and the Youth Council recommended that more and better programs be instituted for the young people. President Bill Kelly of the Tybee Island Optimist Club spoke, thanking the 1 1 1 City officials for the invitation to the youth, and praising the youth for the excellent enactment of a Council meeting. Councilman Fleetwood then thanked the Youth Council and the Optimist Club for their participation in the meeting. The regular meeting of the City Council was held at 3:30 p.m. on Wednesday, November 14, 1979 immediately following the adjournment of the Youth Council. Mayor Pro Tem William Fleetwood presided in the absence of the Mayor. The following members of Council were present: Jack Owen, Edward Jung, Jerome Bettencourt and Nick Alexander. Lance Smith, City Attorney, was also present. The first visitor to appear before Council was Mrs. Bill Reynolds who 1 wished to know if any plans are being made to adjust the traffic pattern at the south end of the island. The Council took her comments under advisement. A representative of Clowes Protective Coatings, Inc. of Chattanooga, Tenn. appeared to ask that his services be considered in repair of the water tank. He was invited to submit a bid for the work. Mayor Pro Tem Fleetwood then announced that the Mayor is absent due to the illness of his son. Bills for the month of October, 1979 were approved as follows: Sewer 1 Department - $3,121.29, Water Department - $1,850.06, Fire Department - $220.77, Parking Meter Department - $135.00, Police Department - $3,582.67, Ceramics $112.16, Recreation Department - $76.13, Sanitation Department - $1,208.28, Public Works - $3,673.68. Capital outlay expense totalled $3,420.08 and Revenue Sharing funds in the amount of $154.60 were expended. General Government expenses totalled $2,213.32. Councilman Owen moved that the minutes of the October meeting be approved and the vote was unanimous. Mayor Pro Tem Fleetwood noted that the Youth Council had made clear that something should be done for the pre- teenagers on the island. Councilman Owen 5 1 1 6 remarked that the Youth Council had a great deal to say about littering the beach but that their peers in the audience had managed to leave behind quite a few cans in the auditorium. Mr. Fleetwood stated that Mr. Joseph O'Leary had recently passed away and he would like to see a Resolution passed by Council as he had been a very active citizen of the community. The Council approved and a Resolution will be prepared. Mr. Fleetwood announced that the electric poles on Second Avenue are due to be moved by the electric company so that widening and parking can be accomplished prior to the next summer season. This is a part of the plan for north end parking sought by the Corps of Engineers prior to continuation of the beach erosion control project. He also stated that Thomas & Hutton Engineering Company is currently working on a long -range plan for parking which will be sub- mitted to the Corps as soon as possible. The City Attorney explained that a quit claim is being sought on property known as PIN# 4- 003 -11 -008, and Councilman Fleetwood remarked that the agreement was in the city's best interests. The following Resolution was read: WHEREAS, THE CITY OF TYBEE ISLAND, GEORGIA CLAIMS AN INTEREST IN CERTAIN REAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE CITY OF TYBEE ISLAND KNOWN AS LOT 163, WARD 1, TYBEE ISLAND, GEORGIA AND BEING FURTHER IDENTIFIED ON THE TAX DIGEST MAPS OF CHATHAM COUNTY, GEORGIA BY PROPERTY IDENTIFICATION NUMBER 4 -03 -11 -008 AND, WHEREAS, DONALD AMERSON OF CHATHAM COUNTY, GEORGIA ALSO CLAIMS AN INTEREST IN THE AFOREMENTIONED PROPERTY BY VIRTUE OF A SHERIFF'S DEED TO THE AFORESAID PROPERTY DATED MARCH 1, 1977 AND RECORDED IN THE OFFICE OF THE CLERK OF SUPERIOR COURT OF CHATHAM COUNTY, GEORGIA IN DEED RECORD BOOK 108 -E, FOLIO 511; AND, WHEREAS THERE EXISTS BETWEEN THE PARTIES A DISPUTE AS TO THE OWNERSHIP OF THE PROPERTY AND BOTH PARTIES ARE DESIROUS OF SETTLING THE DISPUTE AND RETURN IN SAID PROPERTY TO THE TAX ROLES OF THE CITY OF TYBEE ISLAND, GEORGIA, NOW THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF TYBEE ISLAND, GEORGIA IN COUNCIL ASSEMBLED, AFTER A MAJORITY VOTE IN FAVOR OF THIS RESOLUTION, THAT FOR AND IN CONSIDERATION OF THE SUM OF TWO THOUSAND ($2,000.00) DOLLARS, THE RECEIPT WHEREOF IS HEREBY ACKNOWEDGED, THE MAYOR OF THE CITY OF TYBEE ISLAND, M.J. COUNIHAN, BE AND IS AUTHORIZED AND DIRECTED TO EXECUTE AND DELIVER TO DONALD AMERSON A QUIT CLAIM DEED TO THE HEREINBEFORE DESCRIBED PROPERTY. BE IT SO RESOLVED THIS 14th DAY OF NOVEMBER, 1979. Councilman Jung moved the adoption of the Resolution, Councilman Owen seconded 1 1 7 and it passed unanimously. Bids on a piece of equipment owned by Public Works (chipper) were opened. The high bid was $4600.00 submitted by Mr. Painter. Councilman Bettencourt asked what the value of the chipper was when new. He was informed that the chipper was used when purchased. He moved that the high bid be accepted and Councilman Owen seconded. Councilman Alexander requested that Council reconsider; he feels the city should keep it. Councilman Owen remarked that is has not been used since the city personnel are afraid of operating it. A vote was taken with three in favor and one (Alexander) opposed. The motion carried, and Mr. Painter will be informed that his bid has been accepted. Mayor Pro Tem Fleetwood announced that a public hearing on Revenue Sharing Uses for Entitlement Period Eleven will be held immediately prior to the Regular Council Meeting in December. He then stated that Mayor Counihan has been extra- ordinarily faithful; this is the first meeting he has chaired. He expressed the hope of the Council that the Mayor's son will soon be well. Councilman Bettencourt asked for information regarding the proposed trade of fifty feet of city property for 50 feet of property belonging to the Dunn family on which the sewer plant property is encroaching. Councilman Owen stated that the survey was made by Thomas & Hutton prior to the construction of the sewer plant and they should bear responsibility for the error. According to the City Treasurer the land which the Dunns believed was city property is listed as their property on the county tax digest. It was decided to postpone any further discussion of this matter until the ownership of the land can be clarified. Councilman Owen moved to adjourn, Councilman Jung seconded and the meeting was adjourned by unanimous consent.
