McCarty Street Large Conference Room ATTENDEES- Committee members present –Larry Henry, Jim Branch, Laura Ward,Glen Costales Staff:-Drew Hilpert, Steve Crowell, Gail Strope, Guests:Madeleine Leroux, Mike Olive from Checker Cab Meeting came to order at 8:00 a.m., the minutes were approved with a motion by Ward and seconded by Costales. Motion passed 4-0. CLEAN ENERGY BOARD.Hilpert presented a bill to delete the clean energy board from the City Code. The Committee was created by the City of Jefferson but it is a statewide board for which the Council does not appoint members and the Clerk is not custodian of record. Staff suggested for clarity sake the Council should delete the board from the City Code (which would not have the effect of disbanding the board). After discussion Branch made a motion to move the bill onto the Council. The motion was seconded by Costales. The motion passed 4-0. NOMINATION OF CANDIDACY FORM.Hilpert presented a bill which would allow the clerk to craft the nomination of candidacy form consistent with state law, city charter and city code. This would prevent the need to have the Council amend the code every time the State makes a change to the requirements. After discussion Costales made a motion to move the bill onto the Council. The motion was seconded by Ward. The motion passed 4-0. RIDESHARING.Hilpert presented a bill which would regulate ridesharing services as taxicabs and regulate them in the same fashion. He discussed the advantages and risks of ridesharing and regulating ride sharing. Mike Olive spoke about his concerns with ridesharing. After discussion Costales made a motion to move the bill onto the Council. The motion was seconded by Ward. The motion passed 4-0. APPOINTMENTS REVIEW: Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph. A motion was made by Branch to approve the following persons for recommendation to the full Council and was seconded by Ward, passed unanimously. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, TO AMMEND CITY CODE BY INCREASING THE NUMBER OF MEMBERS OF THE FAÇADE IMPROVEMENT COMMITTEE TO SEVEN. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.Chapter 7 (Boards and Commissions)Article XXI (Façade Improvement Committee) is amended as follows: Sec. 7-720. Committee established; membership. A. There shall be a Façade Improvement Committee composed of seven (7)five (5)registered voters of the City. B. Members shall be qualified for appointment by having an interest or expertise and being familiar with the subject of architecture, historic preservation, and/or city beautification. C. Seven Five members shall be appointed by the Mayor with the advice and consent of the Council. Two of those members shall be appointed from the Historic Preservation Commission. D. Members shall be appointed for two (2) year terms. Any vacancies shall be filled by appointment and approval in like manner for the unexpired portion of the term. All members shall continue to serve until their successors have been appointed and qualified. E. Members shall receive no compensation for their service on the committee, but may receive reimbursement for authorized expenses, upon approval of the City Administrator. Section 2.This Ordinance shall be in full force and effect from and after the date of its passage and approval.
