GREENCASTLE COMMON COUNCIL.
Special Session
August 17, 1995
The Greencastle Common Council met in special session on Thursday, August 17, 1995,
at 5:40 pm at the Street Department Facility. On the Roll Call, the following were found to be
present: Councilor Calbert, Councilor Miles, Councilor Roach and Councilor Rokicki. Council
President Murray was absent. Also present were Mayor Mike Harmless and City Attorney John
Zeiner.
There were no Public Petitions or Comments.
Minutes of the following meetings had been distributed to council members for review:
July t l Executive Session, July l3 Special Session, and July 25 Special Session. Councilor
Calbert noted that he could not participate in approving minutes of the Juiv I i Executive
Session since he had not attended that meeting. Councilor 'Miles moved the approval of the
three minutes. Councilor Rokicki seconded the motion and it carried on an aye unanimous vote
of members present.
® Ordinance 1995 -15, An Ordinance Amending Ordinance No. 1995 -11, was presented. it was
read by title only by Mavor Harmless. Councilor Roach moved to adopt. Councilor Miles seconded the
motion and it was passed on final reading on an aye unanimous vote of members present.
Mayor Harmless opened a Public Hearing on the 1996 City Budget.
Ordinance 1995 -16. Ordinance for Appropriations and Tax Rates, was read in its entirety by
Mavor Harmless. The mavor reminded councilors of the difficult work that has gone into preparation of
this budget. Manv highly desired items have been cut. Each department's budget was reviewed.
Councilor Rokicki moved to accept the budget. The motion was seconded by Councilor Roach and
passed on first reading on an aye unanimous vote of members present.
The Public Hearing was closed.
Street Commissioner Jim Wright presented to the Council the problem of maintenance on the
downtown sidewalks that were installed in 1987 through a partnership of Downtown Greencastle and
the City. Mr. Wright reported that he had surveyed the dangerous situations and obtained price
quotations from four contractors. The lowest is 51.=434. Downtown Greencastle has no funds for this
purpose. There is nothing in either the'95 or the'96 Street Department budget for downtown sidewalk
repairimaintenance. it was suggested that merchants be asked to contribute and that the Street
Commissioner and Clerk- Treasurer search for available Citv funds.
With no further business, on a motion by Councilor Calbert, the meeting adjourned at 6:35 pm.
