Tybee Island, Georgia
November 28, 1979
A special meeting of the Tybee Island City Council was held on
Wednesday, November 28, 1979 at 7:00 p.m. at the Tybee Island City Hall.
In the absence of Mayor Counihan and Mayor Pro Tem Fleetwood, Councilman
Jung presided. City Attorney Lance Smith was present, as were Councilmen
Jack Owen, Jerome Bettencourt, and Nick C. Alexander. Councilwoman Losey
was absent due to personal illness. This special meeting was called for
the purpose of accepting a bid for the ballfield lighting project at Jaycee
Park. Mr. John Adams of Rabey Electric Company, apparent low bidder, was
present to answer questions from the Council.
In response to a question, Mr. Adams stated that the bids showed
two alternate methods of construction of the lighting, but that on the
recommendation of J. Paul Hansen, the architectual consultant, the accepted
alternative is Base Bid #1. Rabey Electric Company was low bidder on both
base bids, with their price for either plan totalling $35,888.00 with completion
within 90 days.
Councilman Alexander questioned whether the City can implement this
project financially at the present time. Councilman Bettencourt explained that
this project is part of a recreation grant using Land & Water Funds administered
by the Georgia Department of Natural Resources, that the grant is a 50% matching
grant, and that this had been considered in the budget for the fiscal year. He
then moved the acceptance of the low bid, Councilman Owen seconded, and the motion
carried unanimously.
The meeting was then adjourned.
