The City Council Regular Meeting of the City of Lynwood met in the Council

CITY COUNCIL ORAL AND WRITTEN COMMUNICATION
Council Member Flores asked that the City Manager have the Public Works and
Recreation Director meet to devise a plan to address the issue with the fields. He
also requested for the City Manager to meet with the Public Works Director and
make sure all key staff gets certified in multiple landscaping related fields, to ensure
that everyone is well educated to be able to sustain any improvements made on the
fields. He then mentioned that he noticed that the lights on the soccer fields need a
lot of work and need to be improved. He finished by giving kudos to everyone who
has been working hard to fix the streets and wished everyone a Happy
Thanksgiving.
Council Member Santana started by reminding the community of the Crisis
Awareness Workshop happening at Firebaugh High School. She then asked staff to
look into the possibilities of updating the municipal code regarding parking. She also
asked staff to put together a letter for Supervisor Janice Hahn's Office, regarding
assistance for the Lynwood swim team. She finished by thanking staff for putting
together the Veteran's Day event and for putting up all of the Christmas decorations
throughout the city.
Council Member Soto spoke about the issue with parking throughout the city and
asked staff to look into a possible solution. She then mentioned that there will be
one more mental health class held in November. She finished by wishing everyone
a Happy Thanksgiving.
Mayor Pro Tem Solache started by announcing the Mr. & Miss Lynwood scholarship
competition and invited everyone who would like to participate. He then
acknowledged the comment that was made regarding the stop sign on Martin Luther
King. He agrees that the issue needs to be addressed. Next, he thanked everyone
who took the time to vote during the November election. He congratulated his
colleague Marisela Santana on being reelected and City Treasurer Gabriela
Camacho on being elected to be part of the City Council. He then thanked and
congratulated Mayor Casanova for his year as Mayor. Lastly, he asked staff to start
the process of filling the City Treasurer vacancy. He hopes to get many qualified
and positive candidates apply for the position.
Mayor Casanova started by thanking staff for putting up all of the Christmas
decorations. He then stated that he met with some residents and he received some
feedback about the fields and he would like staff to maintain the fields and parks
more often. He also mentioned that the lights at the fields are not fully functioning so
he would like his colleagues to look into funding to fix this issue. He then addressed
the issue with being short staffed in the code enforcement department. He would
like for more staff to be hired and trained so that they can be proactive properly

assess any situation they encounter. He then acknowledged the comment that was
made about the stop sign on Martin Luther King and Beechwood. He agrees that it's
a dangerous intersection and something needs to be done. He also mentioned that
those corners are also missing ADA ramps and would like for staff to look into that.
He also asked staff to provide an update on a crosswalk that was approved in front
of the hospital, a while back. City Manager Hernandez stated that he would do his
research and provide an update on the status. He finished by congratulating his
colleagues on running a clean and hard fought campaign. He stated he is looking
forward to the work they will be doing.
STAFF ORAL COMMENTS
City Manager Hernandez started by stating that he appreciates that City Council
works as a team even though they all have individual perspectives. He thanked Mayor
Casanova for the time they worked together and he looks forward to continuing to
work with his colleagues on the work that he started. He went on to address a few
items. He stated that they plan on providing the city council and the community with
a Christmas gift in the form of bringing a large scale renovation of Lynwood Park. He
stated that they would be going to council within the next month so that they can
provide direction. He then mentioned that staff will have to do a traffic study and see
what the outcome will be, to be able to address the issue on Martin Luther King and
Beechwood. He then mentioned that they changed the maintenance of some of the
ball fields but it is not enough. They are considering changing from weekly to daily, as
people are going in at night and defacing those areas. He then commented on the
code enforcement issue. He stated that they are working on staffing the department
to address the issues within the community.
Public Works Director Lee provided an update on the pool. He stated that they are
upgrading the electrical panel to make sure that it is up to code. He mentioned that
the deck and the flooring will also be redone. They also would like the contractor to
evaluate the drainage of the swimming pool. They are also going to replace the front
door, the concrete in the back patio and the fencing around it. He stated that they are
trying to expedite it so it can be open to the public as soon as possible.
City Manager Hernandez clarified that the drainage was not in the original scope of
work, but when they emptied the pool and started digging, it added more delays. Next,
they will bring this back to council for direction on further improvements. The goal is
to fix it during the winter so that the public can use it during the summer.
