Notices were delivered to four surrounding property owners, with no favorable comments and one unfavorable comment returned to this office. In addition, the Starr Neighborhood Association had concerns about the on -street parking situation. A set of conditions was developed to address the concerns of the neighbors while allowing Red Cross the flexibility in scheduling necessary to provide their classes. The Plan Commission voted 9 in favor, with none opposed, and 2 absent, to recommend the approval of Ordinance No. 135-1997, subject to the following: 1.) Red Cross will comply fully with Visual Enhancement Ordinance. 2.) Continued written agreement for nighttime use of at least thirty (30) off-street parking spaces located within 300 feet of the Red Cross office. 3.) Day classes limited to ten (10) participants. This may be increased to fifteen (15) participants with a written agreement for daytime use of fifteen (15) off- street parking spaces located within 300 feet of the Red Cross office. 4.)
