A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 1417
NORTH A STREET
WHEREAS the zoning map designates real estate at 1417 North A Street
as R-4 Special Use for a bridal shop, and
WHEREAS it is desirable to change the zoning designation to R-4 Special
Use for an administrative and business office.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning designation of the real estate at 1417 North A Street, is hereby
changed to R-4 Special Use for an administrative and business office.

Dear Mr. Wissel:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing Thursday, January 22, 1998 and continued
the hearing Thursday, January 29, 1998, on the petition of American National Red
Cross, owner; Sue Elliott, agent; requesting an amendment to a Special Use District
classification in the R-3 One to Eight Family Residence District for a business office
and classrooms, located at 1417 North 'A' Street.
Notices were delivered to four surrounding property owners, with no favorable
comments and one unfavorable comment returned to this office. In addition, the
Starr Neighborhood Association had concerns about the on -street parking situation.
A set of conditions was developed to address the concerns of the neighbors while
allowing Red Cross the flexibility in scheduling necessary to provide their classes.
The Plan Commission voted 9 in favor, with none opposed, and 2 absent, to
recommend the approval of Ordinance No. 135-1997, subject to the following:
1.) Red Cross will comply fully with Visual Enhancement Ordinance.
2.) Continued written agreement for nighttime use of at least thirty (30)
off-street parking spaces located within 300 feet of the Red Cross office.
3.) Day classes limited to ten (10) participants. This may be increased to fifteen
(15) participants with a written agreement for daytime use of fifteen (15) off-
street parking spaces located within 300 feet of the Red Cross office.
4.) Limit of three (3) parking spaces in the Red Cross on -site parking lot.
