01. CALL TO ORDER
The City Council Regular Meeting of the City of Lynwood met in the Council
Chambers, 11350 Bullis Road Lynwood, CA 90262 or Web conference via
ZOOM - To participate via Zoom or by telephone: 1-669-900-9128 or 1-253-
2158782 Meeting ID: 835 2029 8238 on the above date at 6:00 p.m.
Meeting called to order at 6:00 p.m.
Mayor Flores presiding.
02. CERTIFICATION OF AGENDA POSTING BY CITY CLERK
City Clerk Quinonez announced the Agenda had been duly posted in accordance with
the Brown Act.
03. ROLL CALL OF COUNCIL MEMBERS

Lynwood, Rayna Millian and Presentation of Colors by the Lynwood Sheriff's
Explorers.

The invocation was offered by local Clergy.

07. COUNCIL RECESS TO:
City of Lynwood as the Successor Agency to the Lynwood Redevelopment Agency
MOTION: It was moved by Council Member Solache, seconded by Mayor Pro Tem
Soto to recess to the City of Lynwood as the Successor Agency to the Lynwood
Redevelopment Agency at 6:13 p.m. Motion carried by unanimous consent.

MOTION: It was moved by Council Member Camacho, seconded by Council Member

MOTION: It was moved by Council Member Camacho, seconded by Council Member
Solache to recess to the Lynwood Public Financing Agency at 6:17 p.m. Motion
carried by unanimous consent.

City Manager Hernandez requested that agenda item number nine (9) be continued to
the next meeting.
MOTION: It was moved by Council Member Solache, seconded by Council Member
Camacho to approve the balance of the consent calendar and receive and file staff
reports. Motion carried by the following 5/0 vote:

Approved Council Member Camacho appointment of Axel Perez to CDBG Board
and Jorge Diaz to Planning Commission
CITY COUNCIL ORAL AND WRITTEN COMMUNICATION
Council Member Munoz -Guevara had no additional comments.
Council Member Camacho had nothing further to report and extended best wishes to
everyone for a happy new year.
Council Member Solache expressed thanks to the public works department and
indicated that the rain has really taken a toll on our city as it did in many communities.
He acknowledged that city staff were out there working hard during the rain while some
of us were in our homes and wanted to publicly thank them for being there dealing with
some of the natural emergencies that happen, handling sandbags and whatnot.
Mayor Pro Tem Soto also expressed her appreciation to the public works staff for
everything that they have prepared for the city during the heavy rains and thanked
everyone for being at the meeting tonight.
Mayor Flores stated he wanted thank all the folks that made comments and encouraged
the continued support to fill this room every meeting. He noted many remarks are made
to question items, but he likewise urged folks to not be afraid to compliment when it is
time to complement also. He mentioned the importance to trust that we are up here
trying to do good work. He indicated that he has had opportunities to talk with his
colleagues individually and he knows that they all are committed to working on what is
the best for the entire community whether we like each other or not. He highly
encouraged individuals to speak at the meetings or even communicate directly with a
council member and not to assume too many ideas until you learn information and
noted we are happy to provide information.. He pointed out that if he sees wrongdoing
he would call it out for sure and that hearing words like oppression, lack of integrity
does not describe his colleagues. He stated that his opportunity to work with these folks
here along with city staff has reinforced the value that they work with integrity and with
passion for their community. He voiced that he expects such work ethic to continue
from this entire group, as you will see us as a unit pushing matters forward with
productive discussion at the dais. He acknowledged that he is proud of what council
has been able to accomplish so far and is confident that we will be capable to continue
such achievements for the community. He emphasized to have healthy discourse, not
bash each other and stressed continued open talk with anybody at any time as we
appreciate your words and participation in the meetings.
STAFF ORAL COMMENTS
Mr. Mark Flores Director of Recreation and Community Services provided an update
on upcoming events with a couple of quick community announcements. He noted that
soccer registration will start this Thursday, January 19 at the Lynwood Community
Center and indicated information is available on the City Instagram and City Website.

Director Flores stated that the Greater L. A. Homeless Count would be scheduled
throughout the County of Los Angeles during January 24th, 25th and 26th. He also
indicated specifically that Lynwood homeless count would be on January 26th should
council members be interested in participating. He remarked that participants may join
staff at the Community Development Department starting at 7:30 p.m. on that date. He
mentioned that he would follow up in writing with details regarding Saturday, January
28th Youth Basketball opening day as council members are also invited to participate
at this event held at the Lynwood Community Center at 10 a.m. He stated that
community registrations are open across the board for all activities and noted the
following examples of programs that are open for registration including dodgeball,
Gracie Jiu jitsu ballet, hip hop and of course our popular yearly camping trip was
opened for registrations this last Monday. He highly encouraged the public to register
as soon as possible as the event will sell out. He announced that there is a parent
interest meeting tomorrow or at Lynwood Community center at five p.m. and repeated
that all that information is available on the Recreation Department's lnstagram account
at Lynwood Parks.
City Manager Hernandez recognized Acting Assistant Fire Chief James Sullivan as a
representative from our fire department and acknowledged appreciation for his
attendance at the entire meeting. He also acknowledged Mr. Julian from Lynwood
School Board as a regular attendee and expressed appreciation for his participation.
ADJOURNMENT
Having no further discussion, it was moved by Council Member Solache, seconded by
Mayor Pro Tem Soto to adjourn the regular Lynwood City Council meeting at 7:25 p.m.
