Home My Public Portal Aboutsagis 2018-03192018143727.pdfInter -Governmental Agreement For partnership with the Savannah Area Geographic Information System THIS AGREEMENT, effective March 1, 2018 and entered into by and between the Chatham County — Savannah Metropolitan Planning Commission (MPC) and the City of Tybee Island (Tybee) (hereinafter referred to as "Parties"). WITNESSETH: WHEREAS, the Chatham County -Savannah Metropolitan Planning Commission enters into an agreement to provide support to Tybee in the delivery and access to current local imagery datasets via an online password protected viewer and Pictometry account for internal government use only; WHEREAS, the City of Savannah and Chatham County have decided it is in the public interest to maintain SAGIS so that governmental functions can be carried out quickly, public information can be managed and communicated efficiently, and public facilities can be managed effectively; and WHEREAS, MPC and Tybee agree that it is in the best interest of the public and other governmental entities that the function of SAGIS be extended to Tybee; and WHEREAS, MPC and Tybee have agreed that the functions of SAGIS complement and support the various functions of Tybee and as such, the MPC will extend SAGIS services to Tybee; WHEREAS, it is the desire of the Parties to specify their relationship with each other; and WHEREAS, it is also the desire of the Parties to set forth their respective rights and obligations in contractual form; NOW, THEREFORE, in consideration of the mutual covenants contained, the Parties mutually agree as follows: MPC will provide access to the imagery datasets, along with up to 40 hours of technical support through 12/31/2019 and will bill Tybee 3 times on an annual basis starting in 2017. Tybee will remit payment to MPC within 30 days of receipt of the invoice. Pagel 1 ARTICLE TWO Term of Agreement It is the intent of the Parties that the term of this Agreement shall extend until its expiration on March 1, 2019, unless terminated sooner pursuant to provisions of the Agreement. The agreement will be in the total amount of $10,000.00, remitted in 2 annual payments, for services outlined in the attached addendum, through March 1, 2019 unless other arrangements are agreed upon by both parties. The agreement can be terminated at any time by either party with written thirty (30) days notice to all parties involved. The cost for the SAGIS partnership is $10,000.00 annually. The following is included in this fee: 1. Direct access to current Local and regional data: SAGIS currently manages over 550 vector and raster layers of GIS data developed and maintained by Chatham County, City of Savannah, Chatham County — Savannah Metropolitan Planning Commission, and other government partners. In contrast to other regional agencies or businesses, SAGIS can provide direct access to the most current version of all data sets. SAGIS also provides access to Pictometry oblique imagery via the online viewer Connect Access. 3. GIS Data and Imagery Viewer: SAGIS will provide access to these data layers via a secure custom online map viewer with various analysis and reporting tools. SAGIS has developed a portfolio of custom viewer tools that can be added as needed. A sample of the functions available include search by field value, select records by a defined area, export table records to Excel or other software formats, exporting or printing a map with custom view and data, or adding additional GIS data available from other sources. Training and support is available as well. 2. Data storage and security: SAGIS will provide a secure location to store and edit all Tybee Island GIS data via ArcGIS and Microsoft SQL server. Security is provided through SQL Server authentication by username and password. Permissions can be set on each layer within the GIS as defined by the City of Tybee Island. SAGIS will also provide continuous backup protection for GIS data, as well as emergency access to the data for CEMA and approved regional partners in the event of a large-scale emergency, such as a hurricane. 4. GIS Services as needed: SAGIS will provide general GIS services up to 100 hours throughout the year on various projects, such as the local address update process for the Census. Map development and viewer customization is included in these hours. In addition, SAGIS can host published GIS services as needed for third -party software. *Note that the current cost of the Imagery Viewer and LUCA services will be included as part of the annual partnership program fee.
