HomeMy Public PortalAbout20150528-03202018151736.pdfENFORCEMENT OF BEACH RULES AND CROWD CONTROL TASK FORCE May 28, 2015 Those in attendance: • Bubba Hughes, City Attorney • Captain Best, Savannah/Chatham Metro • Captain Hitchens, Georgia State Patrol • Detective Joseph Fobes, TIPD • Major William Mosely, TIPD David Ason • • Chantel Morton, Dev Authority/Main Street Diane Schleicher, City Manager • • Jan LeViner, City Clerk • John Rabun • Julia Pearce • Keith Gay • Lisa Lepofsky • Mallory Pearce • Michael Brooks • Steve Kellam Meeting was called to order at 3:30PM Keith Gay • Major concerns o He would like the law enforcement individuals attending on the Task Force rather as consultants o Need to define the issues o Find recommendations to correct what is problematic o Guns are a problem but only a small part o Island becomes strangled by the amount of people and to include their involvement in the community o Need to define safety aspects that are affected by large volumes of people o Flow of traffic is a major issue Lisa Leoofskv • Major concerns o Crowd control o Bridge is a safety issue o Tybee is over promoted o Widening Tybee Road might cut down on issues o Need more bikes lanes o Need to control traffic during major events o Need an incentive to car pool Diane Schleicher • Comments o Orange Crush is not the only event that affects the Island o Traffic getting off and on the Island is an issue o Chatham County needs to find a way to fix Tybee Road o Bridges are main concern Captain Best • Recommendations o Tybee could get a sign at Bull River Bridge with permission from the county and/or state o Need a live count of traffic coming on the Island to post on the traffic sign at Bull River Bridge vicinity o May need cameras (live cam — much like Savannah) so people know traffic conditions o Use of social media for notification of wrecks and traffic delays o Sapp has a 30 minutes response time as agreed in their contract o Need to manage the events in such a way that it is beneficial to the community and not harmful GENERAL RECOMMENDATIONS FROM THE TASK FORCE • Quit towing and "boot" instead for parking violations • Notification for people coming to the beach, i.e., no parking spaces, (electronic sign) • Need to encourage carpool for day trippers • Traffic control • Parking - lack of • Crowd control • Island related information • Highway and bridge improvement Task before next meeting: • Events: each event creates a different problem. Need to define the events and assign members to research and bring recommendations back to the Task Force. Next meeting, June 18, 2015 3:30PM — Public Safety Building
