UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Ken Parker, Eric Sonnett, Barry Rosenbloom, Mike Regsteghini, Jane Moran
Members absent: Bob Snyder, John Coutinho, Jeff Barnes, David O’Brien
Citizens present: Ray Fryer, Peter LaGoy, Eli Post, Steve Levandosky

1. Discussion of flyer: Phase I flyer will be used as a visual for the purpose of updating the Board of
Selectmen as to our progress, used as publicity in Hopkinton Independent, HopNews and as a
promotional and to solicitate public participation in the Friends for Upper Charles Trail.
a. Ken shared his updated version of the map to be used and received several comments:
i. -Show the trail starting at the Todaro property, continue thru the EMC property,
crossing Hayden Rowe, circling the Schools, picking up the Center Trail, then
continuing thru the downtown area, up to the Common.
- The trails should show only one color (leaving out any hopeful secondary
trails)
ii. -One solid line showing only existing trails (already complete)
iii. -Dotted line showing work in progress- not done (Wyckoff property, Todaro
property)
iv. -Wide solid, transparent line (possibly in green) showing how we plan to connect
the areas & labeled To Be Determined -- (no trails presently existing)
b. Mike volunteered to continue to work on the map.
2. Peter LaGoy updated the committee on the progress he has made working with Elaine Lazarus
(Town Planner) on the DCR State Grant to be awarded this fall for up to $50,000. The Town showed
in the application that up to 20% of the total amount awarded will be matched by the Town with “in
kind services”. The proposal has been submitted and if awarded will cover design costs, planning
and construction. The plan calls for removing some of the top soil and replacing with a mixture of
gravel/stone dust, then the top 2” with stone dust. The area highlighted in the proposal is the
railroad bed, Wyckoff property, Hughes trails and bridge repair. It was voted unanimously to send a
letter to: Whom It May Concern, in support of the proposal.
3. It was suggested that Ray supply “Friends” contact information, etc. to Mike to include in the Phase I
Map presentation.
4. A suggestion was made to include in the next meeting agenda a discussion to appoint members of
the Upper Charles Trail Committee as liaisons to various other committees in Town, including, but
not limited to the following Committees, ConCom, Planning, Open Space, Parks & Recs, CPC, etc.
Another suggestion was to include for the next meeting a discussion of Goals for the coming Fiscal
Year 2016-17.
5. Executive session: Mike Regsteghini moved to convene in executive session to discuss considering
the purchase, exchange, lease, or valuation of real property in regards to multiple properties for the
Upper Charles Trail, because an open meeting may have a detrimental effect on the negotiation
position of the Committee; and that the Committee will reconvene in open session at the conclusion

of the executive session only to adjourn the regular meeting. Eric Sonnett seconded the motion and
members were polled individually on the vote to enter executive session:

At the conclusion of the executive session, Eric Sonnett moved to reconvene in open session. Mike
Regsteghini seconded the motion and the Committee members were polled individually on the vote to
reconvene in open session.

6. The public meeting was adjourned at 8:35 PM
