HomeMy Public PortalAbout2023.057 (06-06-2023)RESOLUTION 2023.057 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO MOTOROLA SOLUTIONS, INC. IN THE AMOUNT OF $144,417.50 FOR THE PURCHASE AND INSTALLATION OF 20 MOTOROLA AUTOMATED LICENSE PLATE READER CAMERAS; AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT; AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT APPROVED AS TO FORM BY THE CITY ATTORNEY WHEREAS, on July 20, 2021, the City Council adopted the City's Biennial Budget for Fiscal Year 2021-22 (FY22) and Fiscal Year 2022-23 (FY23) which included American Rescue Plan Act funding for technology projects; and WHEREAS, automated license plate recognition (ALPR) cameras capture vehicle information such as license plate, make, model, and color with the ability to connect to a law enforcement database in real-time allowing the Sheriff's department to capture critical investigative data to,ehhance public safety including cars associated with AMBER Alerts for abducted children to stolen vehicles, among others; and WHEREAS, on June 6, 2022, staff released a request for proposals (RFP) on PlanetBids for ALPR cameras and received a total of ten bids on June 16, 2022; and WHEREAS, on March 9, 2023, staff applied for community project funding in the FY 2024 appropriations legislation through Congress Member Barragan, Senator Padilla, and Senator Feinstein's offices to implement ALPR cameras to assist law enforcement agencies obtain footage to respond to, investigate, and prevent crimes in the City; and WHEREAS, Senator Padilla selected the City's project and is working to secure funding in the amount of $371,000 of which $108,500 will be used for this project; and WHEREAS, on July 11, 2022, staff had a meeting with the Sheriffs department to discuss possible solutions and learned that the Sheriffs department standardized using Motorola cameras and alignment with the City's Sheriffs department to be able to utilize equipment on the same platform to monitor and respond to issues would be a determining factor and the City's selection committee is aware of these facts and is in agreement to recommend that the City Council move forward with the Motorola solution; and WHEREAS, the total cost of the project will not exceed $194,964 and staff requests to make ARPA fund budget adjustments to FY 23-24 as follows to fund this project: Revenue 1055.30.37003 ARPA Revenue $194,964 Expenditure 1055.68.xxx.xxxxx (Capital Expenditure Account TBD) $194:964 ; and WHEREAS, although $108,500 is expected to be funded from the Senator's FY2024 appropriations legislation, the City will not know status of the federal grant award until December 2023 or early 2024 and if the City is awarded with the new federal funding, staff will repurpose the budget reclassification to reflect the proper funding of this project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct and incorporates them herein as findings and as substantive part of this resolution. Section 2. That the City Council of the City of Lynwood authorizes the Mayor to execute the agreement with Motorola Solutions, Inc. in the amount of $144,417.50 approved as to form by the City Attorney. Section 3. The City Council of the City of Lynwood authorizes the City Manager to approve agreement amendments related to the project. Section 4. The City Council of the City of Lynwood authorizes ARPA fund budget adjustments to FY 23-24 as follows to fund this project: Revenue 1055.30.37003 ARPA Revenue $194,964 Expenditure 1055.68.xxx.xxxxx (Capital Expenditure Account TBD) $194.964 Section 5. This resolution shall go into effect immediately upon its adoption. Section 6. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect. PASSED, APPROVED and ADOPTED this 6th day of June, 2023.
