HomeMy Public PortalAbout2023.058 (06-06-2023)RESOLUTION 2023.058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO EDGEWORTH SECURITY AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF $344,536.42 FOR THE PURCHASE AND INSTALLATION OF 26 VERKADA MULTI -SENSOR DOME CAMERAS AND WIRELESS NETWORK INFRASTRUCTURE; AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT; AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT APPROVED AS TO FORM BY THE CITY ATTORNEY WHEREAS, on July 20, 2021, the City Council adopted the City's Biennial Budget for Fiscal Year 2021-22 (FY22) and Fiscal Year 2022-23 (FY23) which included American Rescue Plan Act funding for technology projects; and WHEREAS, the City has 26 surveillance cameras at traffic intersections throughout the City and some park locations that were installed 13 to 14 years ago which were monitored by the Sheriffs Department but are no longer operational due to age; and WHEREAS, on March 9, 2023, staff applied for community project funding in the FY 2024 appropriations legislation through Congress Member Barragan, Senator Padilla, and Senator Feinstein's offices to replace this technology with new surveillance cameras and wireless network infrastructure to assist law enforcement agencies obtain footage to respond to, investigate, and prevent crimes in the City; and WHEREAS, Senator Padilla selected the City's project with funding in the amount of $371,000 of which $242,500 will be used on this project; and WHEREAS, on March 29, 2023, staff released a request for proposals (RFP) on PlanetBids for a citywide surveillance camera system and wireless network infrastructure and received a total of two bids; and WHEREAS, the City's selection committee consisting of a security camera consultant and members from Community Development, Public Works, and Technology Services, unanimously decided to recommend that the City Council move forward with the Edgeworth Security solution; and WHEREAS, the total cost of the project will not exceed $447,897 and staff requests to make ARPA fund budget adjustments to FY 23-24 as follows to fund this project: Revenue 1055.30.37003 ARPA Revenue $447,897 Expenditure 1055.68.xxx.xxxxx (Capital Expenditure Account TBD) $447,897 ; and WHEREAS, although $242,500 is expected to be funded from the Senator's FY2024 appropriations legislation, the City will not know status of the federal grant award until December 2023 or early 2024 and if the City is awarded with the new federal funding, staff will repurpose the budget reclassification to reflect the proper funding of this project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct and incorporates them herein as findings and as substantive part of this resolution. Section 2. That the City Council of the City of Lynwood authorizes the Mayor to execute the agreement with Edgeworth Security in the amount of $344,536.42 approved as to form by the City Attorney. Section 3. The City Council of the City of Lynwood authorizes the City Manager to approve agreement amendments related to the project. Section 4. The City Council of the City of Lynwood authorizes ARPA fund budget adjustments to FY 23-24 as follows: Revenue 1055.30.37003 ARPA Revenue $447,897 Expenditure 1055.68.xxx.xxxxx (Capital Expenditure Account TBD) $447,897 Section 5. This resolution shall go into effect immediately upon its adoption. Section 6. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect PASSED, APPROVED and ADOPTED this 6th day of June, 2023.
