A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING A SECOND AMENDMENT TO THE AGREEMENT WITH
NORTH STAR LAND CARE INCREASING THE ANNUAL NOT -TO -
EXCEED CONTRACT LIMIT BY $170,000 AND APPROPRIATING
$40,000 FOR FISCAL YEAR 2022/2023 FROM THE AMERICAN
RESCUE PLAN ACT TO THE PUBLIC WORKS DEPARTMENT
WHEREAS, on July 16, 2019, the City Council approved an agreement with North
Star Landcare for tree trimming, maintenance and inspections services for a not to exceed
amount of $600,000; and
WHEREAS, on May 3, 2022, the City Council approved amendment no. 1 to the
agreement increasing the annual compensation limit to $850,000 to address the trees
that were not trimmed during the Covid pandemic; and
WHEREAS, the fiscal year budget was exhausted due to the increase in number
of trees that needed to be trimmed or removed due to the recent wind and rainstorms;
and
WHEREAS, the storms also caused the medians to need maintenance on a more
frequent basis; and
WHEREAS, Los Amigos East and Los Amigos West Parks need to have
landscape maintenance done as staffing shortage has made it difficult to provide
adequate regular maintenance; and
WHEREAS, the agreement needs to be amended to increase the annual
compensation not -to -exceed amount to $1,020,000; and
WHEREAS, additional appropriation in the amount of $40,000 is needed to cure
the shortfall in the Fiscal Year 2022/2023 budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and
as substantive part of this resolution.
Section 2. The City Council approves amendment no. 2 to the agreement with
North Star Landcare increasing the annual compensation not -to -exceed amount to
$1,020,000.
Section 3. The City Council approves the following appropriation:

Section 4. This Resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify to the adoption of this Resolution and
hereafter the same shall be in full force and effect.
