A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SOLICIT BIDS FOR THE STREET IMPROVEMENT PROJECT
WRIGHT ROAD FROM FERNWOOD AVE TO DUNCAN AVE STPL-
5250(034) (CIP No. 4011.67.911)
WHEREAS, The City receives Surface Transportation Program -Local (STPL)
funding annually through Caltrans.; and
WHEREAS, due to lack of funding in Fiscal Year (FY) 22-23 to cover this project,
there was a delay in proceeding to bid.; and
WHEREAS, FY 23-24 has funds reserved for the Street Improvement Project
Wright Road from Fernwood Ave to Duncan Ave STPL-5250 (034) project.; and
WHEREAS, the Project scope of work includes street resurfacing, and partial
replacement of concrete sidewalks, curb and gutters, driveways approaches, curb ramps,
traffic signing and striping, sanitary sewer repairs and Cured -In -Place Pipe (CIPP) lining.;
and
WHEREAS, City staff evaluated the Fiscal Year 2023-2024 funding for this project
and have determined that the city is able to solicit bids with no additional appropriation
needed.; and
WHEREAS, The City's FY 23-24 CIP budget includes $2,260,000 of the following
funds for this project: Surface Transportation Program -Local (STPL) - $1,515,500,
Measure R FY23 - $107,000, LUA 2020 Rev Bond FY23 - $37,500, Measure M (FY24
Proposed) - $300,000, and Measure R (FY24 Proposed) - $300,000.; and
WHEREAS, the estimated project expenditure has a total cost of $2,138,000.; and
WHEREAS, the remaining budget balance can be used by the City Staff to
support any estimated construction cost for this project.
WHEREAS, the bid period is from June 21, 2023, through bid opening day, July
27, 2023, at 10:00 AM.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and
as substantive part of this resolution.
Section 2. That the City Council approves the plans and specifications for The
Street Improvement Project Wright Road from Fernwood Ave to Duncan Ave STPL-5250
(034) (CIP No. 4011.67.911).
Section 3. That the City Council authorizes staff to solicit a Notice Inviting Bids
for The Street Improvement Project Wright Road from Fernwood Ave to Duncan Ave
STPL-5250 (034) (CIP No. 4011.67.911).
Section 4. The City Council authorizes the use of the remaining balance for
supporting any construction cost once the project has been awarded.
Section 5. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 6. This Resolution shall take effect immediately upon its adoption.
Section 7. The City Clerk shall certify as to the adoption of this City Council
Resolution.
