A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARD OF CONTRACT TO DBX, INC. FOR THE TRAFFIC SIGNAL
IMPROVEMENTS AT THE INTERSECTION OF IMPERIAL HIGHWAY
AND RUTH AVENUE FY 2023-2024 PROJECT NO. 4011.68.115;
AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT
AMENDMENTS RELATED TO THE PROJECT AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT.
WHEREAS, the City of Lynwood conducted a traffic signal analysis at the
intersection of Imperial Highway and Ruth Avenue and found that the intersection has
met warrants for a new traffic signal; and
WHEREAS, plans and specifications were prepared for the design and presented
to the City Council which received approval on April 18, 2023; and
WHEREAS, the work to be performed consists of furnishing all labor, material,
equipment, services, and incidentals required for traffic signals placement including
installation of conduits, pull boxes, signal heads, sensor units, signal controller,
pedestrian countdown heads, intersection lighting, pedestrian push buttons, traffic signal
poles, traffic striping, markings, signing, and traffic control; hauling and disposal; and
construction of curb ramps.; and
WHEREAS, on May8, 2023, the Notice Inviting Bids (NIB) was advertised on the
City's website (PlanetBids). The Bid opening took place on the PlanetBids Platform on
Wednesday, May 31, 2023, at 10:00 am (PST), and six (6) bids were received.; and
WHEREAS, an analysis of all bidders was conducted, including a review of their
bid schedule, license, references, and required documents. DBX, Inc. was the apparent
lowest responsible bidder with a low base bid of $623,363.00.; and
WHEREAS, the City received proposals for Construction Management and
Inspection services and determined the estimated CM/I will be provided by Transtech
Engineers Inc. in the amount of $71,520.00.
WHEREAS, the estimated project cost is $883,000.; and
WHEREAS, the current FY23 project budget has a total of $1,001,350.00 in ARPA
funds available; and
WHEREAS, no additional appropriation is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and
as substantive part of this Resolution.
Section 2. The City Council of the City of Lynwood authorizes the Mayor to
execute the agreement between the City of Lynwood and DBX, Inc in a form approved by
the City Attorney in the amount of $623,363.00.
Section 3. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations
under LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor
agreements, modifications, change orders, or agreement amendments related to the
Project up to the available Project Budget.
Section 5. Per the City's amended Contracting and Purchasing Policy, the City
Council of the City of Lynwood approves construction management and inspection
services from on call engineering consultant Transtech Engineers Inc.in the amount of
$71,520.
Section 6. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 7. This Resolution shall take effect immediately upon its adoption.
Section 8. The City Clerk shall certify as to the adoption of this Resolution and
hereafter the same shall be in full force and effect City Council Resolution.
