HomeMy Public PortalAbout10/10/1995City of Greencastle City ball Four mast Wainut Street Greencastle, Indiana 46135 Don Weaver, Clerk- Treasurer GREENCASTLE CONUMON COUNCIL Regular Session October 10, 1995 The Greencastle Common Council met in regular session on Tuesday, October 10, 1995 at Tzouanakis Intermediate School. The meeting was called to order by Mayor Mike Harmless at 7:30 pm. On the call of the roll the following members were found to be present: Councilor Mark Hammer, Councilor Charles Miles, Councilor Sue Murrav, Councilor Tom Roach, and Councilor Mike Rokicki. The Clerk- Treasurer announced that "The Mayor and all Councilors are present." City Engineer Chris Barnes and City Attorney John Zemer were also present. Public Petitions or Comments: Mr. Russ Evans, who described himself as "new in town," described the damzerous tragic situation at the intersection of 1st Street and South Street. "Stop signs are needed," he said. Police Chief Hanson. Street Commissioner Wright, and Citv Engineer Barnes all indicated they would look • into it. Approval of Minutes: Minutes for the September 12 regular session had been distributed to the members. Councilor Roach corrected them to indicate that he had been present. Then the minutes were approved. as corrected, on an aye unanimous vote. Department Reports: Written reports were received from all departments. All department heads except Fire Chief Mike O'Hair, who was not present, made brier comments regarding their reports. Park & Recreation Director Curt Cooley emphasized that total park revenue this summer was an all -time record: over S66,000. Cemetery Superintendent Randy Robinson reported that one more day of work by Dalton Asphalting will complete the resurfacing of roadways within the cemetery. "This is the first full paving job since the mid 1960's," said Superintendent Robinson. Street Commissioner Wri ht reported that 1995 Street Resurfacing will begin this week; Ohio Street will be first. Mavor Harmless presented the Fire Department report. He commented that applicants for the two firefighter openings are being reviewed this week. City Engineer Barnes announced two milestones in the Waterworks Improvement project: Groundbreaking Ceremony for the new plant (October 19) and Cemetery Hill storage tank painting is well underway. A memo regarding ISTEA sidewalk options was presented to Councilors for studv. Mr. Barnes asked that it be placed on the agenda of the next regular meeting. City Attomev Zeiner reported that a case against another of the "dirty dozen" property owners has been filed in Small Claims Court. He also indicated that the Personnel Policv document and a related Ordinance will be ready to Council consideration in November. " General Business Trudy Selvia, Attorney, and her husband Greg Selvia, Pharmacist, described to Council their plan to develop the two adjacent vacant lots (former Mac's location) on the South side of Courthouse Square. Their intention is to construct a full two -story building, with basement; to offer a full - service pharmacy on the main level; and to house a law office upstairs. Councilor Nfiles asked how many employees there would be. The reply was. "Up to 15, when fully up." Recommendations and Requests from Officers and Departments: Resolution 1995 -18, A Resolution Recognizing .Judy Berry, C.l'IC, as an Outstanding Clerk - Treasurer who made Substantial Contributions to the City of Greencastle, Indiana, during her Tenure, was presented to Council by Council President Sue Murray. She indicated that it had been a work in progress by Councilor J. D. Calbert at the time of his death. The resolution was read it its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1995- 18. Councilor Miles seconded and the resolution was approved on an ave unanimous vote. Resolution 1995 -19, A Resolution Declaring an Economic Revitalization Area (Crown Equipment Corporation), was presented to Council. The resolution was read in its entirety (except for legal description) by Mayor Harmless. Councilor Roach moved to approve the resolution and Councilor Murrav seconded the motion. Mr. Bill Dory, director of the Greencastle /Pumam County Development Center (G /PC DC) discussed the resolution briefly and introduced Mr. Craig Hirschfeld, director of facilities planning with Crown Equipment Corporation, New Bremen, Ohio. Mr. Hirschfeld assured the Council that Crown is committing to a true expansion not just a relocation. The Greencastle plant will be a true manufacturing facility: raw materials in and finished product out. "Training will be an important issue." he said. iMr. Dory presented to Council Crown's Statement of Benefits. City Attorney Zeiner outlined the procedure for granting tax abatement: (1) Pass this resolution tonight; (2) Advertise a public hearing at least ten days later, (3) Hold the public hearing; and (4) Meet to consider a resolution which reaffirms this one and recommends tax reduction. Mr. Nelson Ford. president of GiPC DC, also spoke in favor of the resolution. "We wanted a quality empiover, higher payingjobs, and diversity in our industrial mix," he said. "We Crown we get all three." he concluded. The motion to approve Resolution 1995 -19 passed on an aye unanimous vote.
